The Institute for Statistical Studies and Economics of Knowledge was founded in 2002. ISSEK provides complex analytical and policy studies focused on S&T, innovation and education, including integration of education and science; assessment of innovation climate; identification of priority S&T areas and national critical technologies; development of new legislation related to S&T and education; and development of complex information systems. According to the agreement between Federal Statistical Service (Rosstat) and HSE, ISSEK produces methodology and analyses for statistics on S&T, innovation, education and ICT in Russia. The Institute carries out research in methodologies of statistics, analysis and foresight of socio-economic trends related to the development of the knowledge-based economy, e.g., in the field of science and technology, innovation, education and training, information and telecommunication technologies. An International Foresight Centre covering a wide range of research and training activities aimed at promotion Foresight activities in Russia and dissemination of best Foresight practices and methodologies in Russia was established at ISSEK.

 

Objectives

· to supply policy makers  and the general public with comprehensive up-to-date and internationally comparable data and indicators

· to provide analysis and forecast of trends in S&T, innovation, education, ICT and knowledge economy

· to develop recommendations on economic, S&T, innovation, education and ICT policies

· to promote international S&T co-operation

 

FUNDING 

ISSEK operates on a self-sustained basis. Competition-based national and international projects are sources of finance of the Institute. 

ADMINISTRATION

Prof. Leonid Gokhberg, Senior Expert, HSE First Vice-Rector and Director of ISSEK 

Prof. Gokhberg co-ordinated dozens of international projects sponsored by the European Commission, ISTC, the World Bank, Eurostat, NATO, OECD, UNESCO, UN Economic Commission for Europe Pacific Economic Cooperation Council, International Institute for Applied Systems Analysis, Federal Ministry of Education and Science and Max-Planck-Institut für Gesellschaftsforschung (Germany), Science Policy Support Group (London, UK), US National Science Foundation, etc. Prof. Gokhberg is the Head of the National Contact Point for Mobility of Researchers and of the National Contact Point for International Cooperation. Other activities include: Consultant to OECD, European Commission, Eurostat, UNESCO, UN Economic Commission for Europe, the British Council, the World Bank; Expert in evaluation of national and EU RTD projects, etc. Prof. L. Gokhberg published in domestic and foreign editions over 350 scientific titles.

 

research CENTRES  

The research centres carry out comprehensive and detailed analysis of S&T, innovation, education, information society, as well as monitoring, statistics, foresight, performance assessment, evaluation and development of policy recommendations in these areas.

Among the Institute staff there are leading Russian scholars in the field of statistics and analysis of S&T, innovation, education, and ICT, who are well known both in Russia and abroad.

Centre for Statistics and Monitoring of Education focuses its research activity on methodology for the implementation of international standards in the national statistics of education and training, analysis of trends and prospects of education development in Russia. The Centre experts develop tools for statistical surveying of general, primary, secondary and higher professional education, indicators and methodologies for organisation of a monitoring system for economics of education and for ranking educational systems at federal, regional, municipal and micro levels. The Centre performs specialised statistical and sociological surveys, analyses and forecasts of educational behaviour of population, students, teachers, educational establishments, employers.

Centre for Statistics and Monitoring of S&T and Innovation develops indicators, statistical methodology and arranges data collection for R&D and innovation in compliance with international standards. The Centre’s experts analyse S&T human resources, fixed assets and information. Analysis of innovation activity in industry and the service sector; identification of factors for dynamic development of innovation economy is essential element of the Centre’s research agenda. It studies domestic and international patenting, technology markets and technology balance of payments and elaborates policy recommendations on assessment and analysis of intellectual property issues, legal framework for its creation and commercialisation.

Centre for Statistics and Monitoring of Information Society elaborates indicators and modern tools for statistical and sociological surveys in line with international standards and performs monitoring and analysis of the information society in Russia on the basis of statistical, sociological and expert data.

Centre for S&T, Innovation and Information Policies provides complex analytical and policy studies of institutional, economic, legal and operational issues related to integration of science and education. The Centre develops policy recommendations on the reform of the public R&D sector, incentives for innovation, and other issues of government S&T policy and legal framework, and for the improvement of research training.  

 

Centre for Finance Studies performs analysis of R&D funding and provides policy recommendations on increasing the efficiency of the public R&D budget allocations. Activities of the Centre are focused on budget planning, including objectives, indicators, performance-based budget allocation.  The Centre’s experts elaborate indicators system for federal government agencies, methodology and tools for monitoring of government budget planning and implementation activities, carry out analysis and evaluation of budgetary goal-oriented programmes. 

 

International Foresight Centre develops methodology and implements Foresight studies, including long-term Technology Foresight and Foresight of demand for qualified manpower in the economy. The Centre selects strategic objectives and priorities for future development. The main projects are aimed at identification of national S&T priority areas and critical technologies of the Russian Federation, selection of national priorities for basic research, studies of regional priority areas for S&T and innovation, identification of S&T and innovation priorities for high-tech industries, international comparisons of S&T trends. The Centre experts are certified professionals by international and foreign Foresight programmes and organisations, including UNIDO Training Programme on Technology Foresight; Annual PREST Foresight Training Programme; APEC Foresight Training Programme. Regularly they take part in a variety of international conferences and workshops and represent Russia in a number of international working groups. The Centre publishes and disseminates among a wide range of concerned parties the Russian-language analytical journal “Foresight”. In 2007 the ISSEK International Foresight Centre was nominated as UNIDO Regional Foresight Centre for Commonwealth of Independent States.

Centre for Information Systems develops instrumental methods and systems for data processing and visualisation, e.g. geographic information systems for statistical applications. Activities of the Centre cover designing of statistical information systems for government agencies, research centres, universities. An Internet portal of the government statistics has been created by the Centre. 

Centre for International Projects provides organisational and financial management of international projects implemented by the ISSEK and focuses its activities on strengthening and promotion of international S&T co-operation. The Centre experts have a long-term experience in providing information and organisational support to Russian participation in the EU framework programmes on research and technological development and establishing co-operation with European partners. In January 2004, the RF Ministry of Education nominated HSE as the National Contact Point (NCP) in Russia for the FP6 programme «Marie Curie Actions – Human Resources and Mobility». In February 2007, HSE has been appointed by the Ministry for Education and Science of the Russian Federation as National Contact Points for Mobility of researchers and International Co-operation for the Seventh Framework Programme. The Centre is a key HSE department responsible for implementation of the NCPs activities. With the aim of information support of EU-Russia S&T collaboration the website http://fp7.hse.ru has been developed by the Centre experts.

International cooperation

 

The Institute has a long record of collaboration with major international organisations such as the OECD, European Commission, Eurostat, UNESCO, UNIDO, INTAS, APEC, IIASA, as well as with many national statistical agencies, research centres, universities, governmental and public organisations.

 

On the basis of the Institute there function the National Contact Point for the EU 7th Framework Programme covering its two dimensions – International Co-operation (INCO) and Mobility (People) (http://fp7.hse.ru), and the Centre for International Projects. The International Foresight Centre provides analytical information, methodological, organisational and training assistance to government agencies, scholars and students in transfer of best Foresight practices to Russia.

 

Areas of international cooperation include:

  • International comparative studies in S&T, innovation, education, and information society
  • International Foresight projects in S&T, education, labour market, high-tech industries et al.
  • Organisational, information and consultancy support to the participation of Russian universities, S&T institutions and researchers in the EU framework programmes
  • Monitoring, analysis and efficiency assessment of international projects and programmes, particularly those on research mobility
  • Information and analytical support of international cooperation; creation and development of appropriate information resources

Leading researchers of the Institute participate on a permanent basis in allied expert groups of the OECD, EU, Eurostat, UNESCO, UNIDO and other international organisations.

 

In recent years ISSEK has implemented a number of international projects among which Approximation of Statistical Standards – Statistical Monitoring of Processes of the New Economy Formation (TACIS); British Council Project on Review of Public Understanding of Science; External Evaluation of INTAS Activities; Comparative Study on National R&D Policy and Supporting R&D Data Systems in the United States and Russia (US NSF); International Science and Technology Center (ISTC), Sustainability Data Collection Project (2001-2002) (Project leader).
