Adjusting lists of priority S&T development areas and critical technologies for the RF was discussed at All-Russian Scientific Research Institute of Aviation Materials

The Russian Ministry of Education and Science’s work on adjusting the lists of priority S&T development areas and critical technologies for the RF was discussed by representatives of public research centres at a meeting held at the All-Russian Scientific Research Institute of Aviation Materials (VIAM) on September 19, 2014. The meeting was chaired by Lyudmila Ogorodova, deputy minister of education and science, and attended by Dr. Alexander Sokolov, director of HSE Foresight Centre.

Lyudmila Ogorodova reminded the participants that “the lists of priority S&T development areas and critical technologies for the RF are being adjusted following the instruction by the RF president Vladimir Putin”. An inter-agency working group was established by the Ministry of Education and Science to coordinate this work, which has already made a very significant progress. “At present, this is one of the key activities for our ministry”, stressed the deputy minister.

Addressing the representatives of public research centres — participants of the meeting, Lyudmila Ogorodova noted: “Public research centres now make a major component of the national S&T complex”. According to the speaker, “activities of organisations — members of the Public Research Centres’ Association make a significant contribution to development of science and industry in Russia”. Participation of public research centres in adjusting the lists of priority S&T development areas and critical technologies is very important, specifically in the expert discussions format — just like the one held at the VIAM.

Preliminary results of adjusting the lists of priority S&T development areas and critical technologies were presented by Alexander Sokolov, deputy director of the Institute for Statistical Studies and Economics of Knowledge and director of the NRU HSE Foresight Centre, and by Andrei Poliakov, deputy director of the Science and Technology Department of the Russian Ministry of Education and Science.

In the course of discussion, Yevgeny Kablov, Academician of the RAS and director general of the VIAM, suggested that the term “next-generation materials” should be introduced into the new document. In his opinion, the term more accurately describes the current and the near-future objectives for material scientists. He also noted that a very important area must be highlighted in the list of critical technologies — additive technologies: “Developed countries apply them quite actively, and we cannot afford to lag behind them”.
