of construction companies are experiencing a shortage in graduates from educational institutions who have either technical training or who specialise in a trade. These data will be presented in a new bulletin "Business Climate in Small Construction Companies study in the second half of 2014" by the Centre for Business Tendency Studies at HSE ISSEK.

The construction market is experiencing no shortage in terms of a basic and mobile labour force in general; this group is represented primarily by unskilled workers from other CIS countries. However, contractors point to a lack of skilled labour, with 74% of managers at construction companies holding the view that finding skilled employees is problematic.

Entrepreneurs say that highly skilled workers simply cannot be found. They also say that those specialists who can be found on the market do not meet the needs of their firms.
