is the number of times by which the salary of teachers in Moscow professional and technical schools must be raised to recruit an ‘ideal teacher’ according to the heads of these institutions. To accomplish the same task in the regions, salaries should be doubled.

These data were obtained in a survey of heads of institutions of professional education that was carried out as part of a Monitoring of Education Markets and Organizations study conducted by HSE in collaboration with the Levada Centre in 2014. The results of the study will be published in a newsletter in 2015 entitled ‘Organizations of Intermediate Vocational Education: Strategies and Conditions for their Implementation’.
