100 Clusters on a Single Map

Data about a hundred clusters appeared in a year at the Cluster Map of Russia web portal maintained by the HSE ISSEK Russian Cluster Observatory. The "anniversary" number was made in September by the Information Technologies Cluster in the Republic of Tatarstan.



Clusters which have published information about themselves at the portal are located in 39 Russian regions. They comprise more than 2,800 organisations and infrastructure facilities, and collectively employ more than 1.2 million people.

The largest numbers of clusters on the map are located in St. Petersburg (10), the Rostov Region (8), and the Republic of Tatarstan (6).

Most of the clusters reported high-technology industries as their specialisation areas. The five leading industries include production of machinery and equipment (10 clusters); pharmaceuticals (8); microelectronics and instrumentation engineering (8); ICT (7); and new materials (7).

40% of cluster participant organisations are small businesses; 13% are medium-size companies; 19% are large enterprises; 7% are educational organisations; 8% are R&D centres, 3% are innovation infrastructure facilities; 2% are local and regional authorities; and 8% are other organisations.

The map's integral index – level of clusters' organisational development – depends on the number of the cluster initiative's confirmed parameters. Currently 14 of the clusters have an average organisational development value. 5 clusters boast a high level: the Innovative Information and Bio-pharmaceutical Technologies Cluster in the Novosibirsk Region; the Kama Innovative Territorial and Production Cluster in the Tatarstan Republic; the consortium "Ulyanovsk-Avia Research, Educational, and Production Cluster"; the Petrochemical Territorial Custer in the Bashkortostan Republic; and the St. Petersburg cluster "Development of Information Technologies, Radio-electronics, Instrumentation Engineering, Communication Equipment, and Infotelecommunications".

According to the map data, the largest number of participants have the Kama Innovative Territorial and Production Cluster in the Tatarstan Republic has (213), the Nuclear Physics and Nanotechnology Cluster in Dubna (80), and the consortium "Ulyanovsk-Avia Research, Educational, and Production Cluster" (77).

As the HSE ISSEK Russian Cluster Observatory's experts predicted earlier, more than 200 cluster initiatives are currently being implemented in Russia. Thus during the year after the Cluster Map of Russia portal was launched, the largest interactive up-to-date database of Russian regional clusters was created.

The idea to set up an open-access interactive database on clusters operating in Russian regions has emerged as a solution for the problem of insufficient availability of reliable data on the number, scale of operations, specialisation, maturity, and other important characteristics of Russian clusters, many of which are highly productive and have a significant growth potential while remain invisible on the federal level.

The Cluster Map of Russia is a free and always available platform for providing data about Russian cluster initiatives. Cluster managers may register new clusters there, and update previously submitted data.
