Leonid Gokhberg, HSE First Vice-Rector and ISSEK Director, turned 55. Our heartfelt congratulations!
The focus of Leonid Gokhberg’s wide range of research interests is best defined as meta-analysis of science – studying its areas, tools, and factors affecting its development, both current and long-term.
Statistical measurement of science and innovation in Russia as it exists now is the result of Mr Gokhberg’s and his team’s 30 years of work. HSE statistical data books (Indicators of Science, Indicators of Innovation, etc.) became classic reference materials for developers of science, technology, and innovation policies at all levels.
Management of science is a complex issue which requires a substantiated S&T policy – because it affects objectives, interests, and resources of various innovation system participants. For many years Leonid Gokhberg and his colleagues conducted Foresight studies of prospective S&T areas. Major projects in this field include Russian S&T Foresight, lists of critical technologies and priority science and technology development areas for the Russian Federation.
Leonid Gokhberg is the author of more than 400 academic publications, and a co-author of various international reports such as Global Innovation Index (2016, 2014, 2012) and UNESCO Science Reports. Mr Gokhberg is representing Russia in the OECD and Eurostat working groups on science, technology, and innovation indicators. As the editor-in-chief of the Foresight and STI Governance journal, he was responsible for the publication’s becoming a brand-name source for scholars of science and innovation, with its international ranking increasing every year.
Leonid Gokhberg works at HSE since 2002, supervising all applied research, Foresight, innovation, expert evaluation, and analytical projects in the field of national statistics and development of the science, technology, and innovation sphere, and contributing to the school’s steadily improving position as a leading research university not just in Russia, but globally.
Mr Gokhberg has an obvious gift for bringing creative people together, inspiring them to find solutions for extremely complex strategic problems and supporting their ongoing personal development. He unfailingly amazes everybody with his ability to remember a million different issues, and discuss an extremely wide range of subjects on the highest professional level.

I had an opportunity to work with Leonid Gokhberg in the scope of several projects during the last 7 years. Our joint work always gave me pleasure and joy, as working with an outstanding, deeply erudite, and broadly thinking person who also happens to have a wonderful sense of humour usually does.
