Regional innovation development rating
Rating of innovation development of the Russian Federation regions complements collected statistical information about the parameters of educational, research and innovation activities in Russia to the direction of detailed consideration of regional differences in distribution of innovation activity.

The present rating of innovation development of the Russian Federation regions has a number of important features. First of all, a large number of indicators are involved. They reflect different aspects of the phenomenon of innovation development in the region (a total of 35 indicators). Secondly, all the indicators are grouped into four thematic blocks: socio-economic conditions of innovation activity, scientific and technological potential, innovation activity performance, quality of regional innovation policies. For each of the categories that form the Russian regional innovation index, the independent ratings are formed, that allows us to estimate the relative development level of the various factors of regional innovation systems. Third, we use the current statistical and sociological material (Central Statistical Database of Rosstat, bibliometric and patent databases, statistical reports, surveys) as well as the results of open source analysis (the latter help to assess the innovation policy quality in regions). Fourth, the best international experience in the sphere of regional innovation development evaluation is taken into account, in particular – the Regional Innovation Scoreboard. Regional innovation development rating forms the basis for the information and analytical support for innovation, scientific and technological policy, both at the federal and regional levels.
