View from space on the changing world

The focus of the discussion and the very agenda of the annual conference of the European Space Policy Institute (ESPI), held this year on September 11—12 in Vienna (Austria), was determined by the name of the publication, which is being prepared for print, — the ESPI yearbook “Space in the Changing World”. The representative of the HSE ISSEK Foresight Centre Oleg Karasev delivered a report on the policy instruments that regulate the development of space activities in Russia.

The rapidly “changing world" generates new plot lines and sets the new framework in the exploration of the outer space.

The yearbook of space policy, published under the auspices of the ESPI, is being prepared by the leading international experts and reflects the latest trends in the industry. The authors of the abovementioned publication considered the main global trends affecting the space sector. The publication reflects the following topics:

  • change in the power balance in the industry due to the emergence of new players, especially in developing countries;
  • increasing role of the private sector;
  • greater attention to the commercialization of the results of space activities;
  • security issues and the role of the space sector in addressing them;
  • development of the legal framework of space activities.

The participants’ reports were dedicated to studying the global issues and development trends of the space sector, as well as to analyzing the situation in individual countries, including those who seek a significant place in global space activities. The current development trends of the space industry in such regions of the world as Asia (India and China), South America and Russia were discussed separately.

Deputy Director of the HSE ISSEK International Research and Educational Foresight Centre Oleg Karasev made a report on Russia at the conference. He talked about the system of policy instruments which is being built to regulate the development of space activities in Russia. He showed their connection with new support programmes for innovative development (innovation development program for joint-stock companies with state participation, technology platforms, innovative regional clusters).

He also spoke about the main priorities and the vision of the future of the space sector development, which are reflected in official documents. The presentation was followed by a discussion devoted to the opportunities for international cooperation in this sector with the participation of Russia.
