HSE experts and analysts: who are they?

Leonid Gokhberg, director of the Institute for Statistical Studies and Economics of Knowledge and first vice-rector of the HSE, told the Okna Rosta about analytical publications and other public activities by the HSE experts.

Q: Are results obtained by the experts and analysts publicly available?

A: Oh yes, lots of them. Many of the University’s research divisions have their own analytical publications programmes. There are several types of such publications. First, it’s full-fledged analytical reports based on results of important studies interesting to a wide audience. Second, it’s current analytics published as express information bulletins. An example is the daily ”Figure of the day” publications at the HSE web portal. HSE’s Development Centre and Centre for Business Tendency Studies every few weeks publish their hugely popular analytical materials. For more than 10 years now the HSE was implementing the “Monitoring economics of education” project sponsored by the RF Ministry of Education and Science, which involves publishing and distributing analytical bulletins summarising results of various sociological and statistical studies. We at the ISSEK are now launching a series of information bulletins on various monitoring projects. Finally, the third kind of publications is statistical yearbooks in the areas where the HSE is a recognised leader, such as education, research, innovation, and information society statistics. Boris Rudnik’s Institute of Public Resource Management publishes special information and statistical yearbooks on government expenditures in the social sphere, including education, culture, etc., which became HSE’s brand-name product.

Q: Did your work change in any way following the HSE’s joining the 5-100 programme?

A: The whole applied research sector has changed, not just the expert analytics segment. New research divisions were established at the HSE, to deal with relevant fields (e.g. the Energy Institute), cooperation between applied research divisions and international laboratories is strengthening.

Recently the interest to academic publications presenting results of applied research has grown sharply, along with our activities in the public information space. The number of information materials the HSE generates in the last six months grew exponentially. Practically every day we publish highlights of new research conducted by various divisions of the University. During the previous year, the ISSEK published at least ten analytical reports submitted to federal and regional government agencies, large companies and mass media. Major socially significant projects are regularly presented at press conferences or briefings. Serious support to new projects and distribution of research results provides the Foundation for Development of Applied Research established more than a year ago.

A major HSE’s competitive advantage is the fact that our analytics are based on an impressive accumulation of research results obtained in the framework of the basic research programme, and in the course of large-scale contract research projects.
