Legislative Aspects of Global Economic Development Discussed at International Forum

On June 4–5, the Development of Parliamentarism International Forum was held in Moscow. HSE experts took part in the forum organization, with several research departments from the university providing programming support for the event. The team of experts included four ISSEK employees — Alexander SokolovTatyana MeshkovaYadviga Radomirova and Evgeny Moiseichev.

Representatives from 96 countries attended the forum, including more than 600 politicians and experts, and 58 national parliamentary delegations. Russian President Vladimir Putin sent a message welcoming attendees. Participants discussed issues of legislative support for global economic development in the 21st century, the role of parliaments in strengthening international security, and the development of national legislation and law-making in the interests of sovereign peoples.

HSE experts participated in the section entitled ‘Legislative Support for the Development of the World Economy in the 21st Century. Directions, Technologies, Resources’. Their report included a brief analysis of the features of the world economy through the prism of global technological trends and their impact on various aspects of socioeconomic development.

HSE experts prepared a position paper entitled ‘New Principles and Individual Practices in Legal Regulation amid Technological Revolutions’ for participants of a business breakfast, which focused on topics related to ‘The Digital World: A Look into the Future’. The paper featured the role of advanced legislative regulation in ensuring sustainable economic development, demonstrated a variety of different approaches to regulation, identified challenges in responding to technological changes, and discussed possible principles and tools of ‘new regulation’.

‘Both materials are interdisciplinary in nature, and we managed to bring together a team of very strong experts to prepare them’, says HSE Director for Economic Policy Yuri Simachev. ‘Colleagues from several departments at the university worked on them, including the Centre of Development Institute, HSE — Skolkovo Institute for Law and Development, the Institute for Statistical Studies and Economics of Knowledge, the Institute of Legal Regulation, the Institute for Transport Economics and Transport Policy Studies, and the Institute of Education.’

Alexey Ivanov, Director of HSE — Skolkovo Institute for Law and Development, and HSE Director for Economic Policy Yuri Simachev took part in the sections of the forum, while Igor Agamirzian, HSE Vice President, attended the business breakfast.
