Federal Budget Appropriations on Civil Science and Technology by Major Funding Agencies: 2019

The HSE Institute for Statistical Studies and Economics of Knowledge presents new data about federal budget appropriations on Civil S&T according to the Federal Law 'On the federal budget for 2019 and the planning period of 2020 and 2021'.

The total amount of money appropriated out of the federal budget in 2019 in line with the Federal Law of 29.11.2018 № 459-FZ 'On the federal budget for 2019 and the planning period of 2020 and 2021' is set at 416,3 billion roubles (or 2,77% of the total federal budget expenditures) (see Table 1).

The plan for the subsequent years is to allocate more than 450 billion roubles, so the share of federal budget appropriations on Civil S&T in 2020–2021 will reach 2,89%.

In 2019 the bulk of federal budget appropriations for civilian research (71,4%) is allocated to the following three major funding agencies (MFAs) responsible for managing public funds: the Ministry of Science and Higher Education of the Russian Federation (173,9 billion roubles, or 41,8%), the State Space Corporation ROSCOSMOS (67,1 billion roubles, or 16,1%), and the Ministry of Industry and Trade of the Russian Federation (56,2 billion roubles, or 13,5%).

Federal budget appropriations for basic research in 2019 are expected to reach 178,9 billion roubles. Out of that, 77,9% (or 139,4 billion roubles) will be allocated to the Ministry of Science and Higher Education of the Russian Federation. Next come the Russian Foundation for Basic Research (RFBR) (22,2 billion roubles, or 12,4%), and the Russian Academy of Sciences (RAS) (4,2 billion roubles, or 2,4%). All other funding agencies combined will get 7,3% of the total appropriations for basic research.

Federal budget appropriations for applied research in 2019 will reach 237,4 billion roubles. The plan is to allocate more than a half of that to State Space Corporation ROSCOSMOS (67,1 billion roubles, or 28,3%), and to the Ministry of Industry and Trade of the Russian Federation (56,2 billion roubles, or 23,7%).

Appropriations for applied research allocated to the Ministry of Science and Higher Education of the Russian Federation in 2019 will amount to 34,5 billion roubles, or 14,5% of the total; the Ministry of Health will receive 20,4 billion roubles, or 8,6%; and the National Research Centre 'Kurchatov Institute' — 13,3 billion roubles, or 5,6%.

Methodological notes

Federal budget appropriations on Civil S&T is federal budget money allocated to fund basic and applied civil research. Appropriations on basic and applied research are made in the scope of the following sections and subsections of budgetary spending:

0110: basic research;
0112: applied research in national-level areas;
0411: applied research in the field of national economy;
0504: applied research in the field of housing and municipal services;
0604: applied research in the field of environment protection;
0708: applied research in the field of education;
0803: applied research in the field of culture and cinema;
0908: applied research in the field of healthcare;
1005: applied research in the field of social policy;
1104: applied research in the field of physical culture and sports;
1203: applied research in the field of mass media.
