International Training Workshop «R&D and Innovation Statistics»

On May 23-24 in the framework of the IncoNet EECA project the HSE Institute for Statistical Studies and Economics of Knowledge  in collaboration with the Center for Social Innovation (Austria) delivered the  International Training Workshop «R&D and Innovation Statistics».

In his opening speech Leonid Gokhberg, first vice rector, HSE, and director, HSE Institute for Statistical Studies and Economics of Knowledge, noted that the workshop became a result of nearly two-year co-operation between ISSEK and the Center for Social Innovation aimed at a comprehensive analysing state-of-the-art of science, technology and innovation (STI) statistics in the CIS. The study revealed major cross-country differences in methodology and developed recommendations for their harmonization with the standards of the Organization for Economic Cooperation and Development (OECD) and Eurostat.

The workshop topics have gained special importance since the CIS Interstate Program of Innovation Cooperation for the period until 2020, developed by HSE, was approved by the Council of CIS Heads of Government. Leonid Gokhberg stressed that its implementation and integration of countries into global innovation processes require harmonization of statistics and ensuring its compatibility with international standards.

Appealing to the workshop participants Vladimir Sokolin, the chairman of the CIS Interstate Statistical Committee, said that the alleged support of the CIS Interstate Program of Innovation Cooperation puts on the agenda «the need for clear understanding of the research apparatus by the statisticians, on the one hand, and the correct perception of the subject of investigation by entrepreneurs, on the other». He expressed confidence that the international training workshop will allow using the experience of OECD countries for moving towards implementation of statistical surveys in practice and unifying not only the procedures for conducting the surveys, but the whole methodological apparatus of STI statistics on the whole Post-Soviet .

During the workshop, presentations were made by representatives of the Centre for Social Innovation (Austria), The Belgian Federal Science Policy Office, OECD, the Italian National Institute of Statistics, the HSE ISSEK, academic and governmental organizations of Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan

The following topics were concerned:
• the current state of STI statistics in Eastern Europe and Central Asia;
• international experience and trends of developing STI indicators;
• present challenges in STI policies;
• using STI indicators as a tool for science, technology and innovation policy;
• statistical measurement of innovation in the EU»;
• national innovation surveys in Russia;
• experience of developing countries in the STI statistics, existing issues and challenges;
• statistics on new / emerging technologies.

 

At the ending discussion the workshop participants exchanged views on the issues raised. They highlighted the efficiency of such meetings, and the need for further joint development of innovative approaches and tools used in STI statistics.
