Regional Competitiveness Practices to Be Discussed at the TCI Global Conference 2021

On September 15-17, 2021, Kazan will host the 24th TCI Global Conference, one of the main international events in the field of regional competitiveness and cluster development. The conference will be held in cooperation with HSE University.

The global network of cluster, innovation, and competitiveness practitioners (TCI Network) has held annual conferences since 1998, bringing together about 1,000 participants from Europe, Asia, and the USA. Cities and regions that have achieved successful results in the development of innovations and that actively promote the cluster agenda work as conference platforms.

In 2021, the conference will be held in Kazan, the capital of the Republic of Tatarstan. The agenda of the forum reflects the motto ‘Creating the future in partnership’. The conference programme focuses on the most important global trends in the development of clusters and strengthening the competitiveness of regions: Creating Cities, Promoting Cooperation, and Striving for Circular Economy.

Each TCI Network conference lasts three days and traditionally includes cluster tours, expert reports by the representatives of leading cluster organizations and innovation development centres, and a research part with project workshops and discussions.

As part of the TCI Global Conference 2021, cluster tours with visits to the leading representatives of the innovative economy of the city and the region (such as Innopolis, the Innovative Technopark ‘Idea’, Himgrad Technopolis) will be held in Kazan on September 15.

On September 16, the official opening of the conference and a series of expert and visionary sessions with the participation of world experts in urban and regional innovative development will take place.

The TCI Global Conference will be held in a hybrid format: the participants can take part in the business programme in Kazan or online.

Representatives of the Russian regional governments, clusters and innovation centres, who follow the agenda of strengthening regional competitiveness, are welcome to participate. To make a presentation, please submit an application by June 25 (for more information please see this page).

The TCI Global Conference is a key forum for experts in regional development. For the first time in more than twenty years it will be held in Russia and on the post-Soviet space in general. I hope that during these three days we will not only exchange experience and establish effective contacts, but also open Russian regions to international cooperation and promote their integration into the global expert community. The participation of experts from the Russian Cluster Observatory in TCI events is an important source of our recommendations for the government and cluster organizations.

HSE University participation in the TCI Network

HSE University has been a member of the TCI Network since 2012, when the Russian Cluster Observatory was founded at the HSE Institute for Statistical Studies and Economics of Knowledge. In 2019, Evgeniy Kutsenko, the Centre Director joined the Board of Directors of TCI Network.

The Centre’s experts annually take part at TCI Network conferences, attract international speakers to participate in specialized Russian events, use TCI databases in their research projects, and contribute in every possible way to the integration of national and regional cluster policy makers into TCI activities.

In 2019, HSE experts prepared the competition application organized by the INNOKAM Association and the Tatarstan Investment Development Agency for the conference site in Kazan. The city won the competition, confirming the status of an outstanding region in the field of innovation and cluster policy, while the university became the official partner of the 2021 conference.
