International seminar by Dr. Steffen Gackstatter
On September 20th, 2011, an international seminar by Dr. Steffen Gackstatter, organized by the HSE ISSEK Laboratory for Science and Technology Studies (LST) took place at the HSE. The seminar was dedicated to science and technology and innovation policy in transitional countries.
Dr. Gackstatter’swork is focused on determining new growth points and developing recommendations for decision-makers in politics and business, as well as improving innovation potential in organizations. He mentioned such key guidelines for public regulation as wealth and quality of life as well as efficiency and a healthy competitive environment. Despite the importance of effective state innovation policy, the results of the Monitor Group’s international study, which involved 800 companies, showed that most managers are still not satisfied with theirworking environment. In other words, the socio-economic conditions do not meet the needs of companies’ innovative development.
The speaker draw the audience’s attention to the importance of setting correct priorities in innovation policy and consistent and coordinated implementation in the whole science and technology and innovative ‘ecosystem’.
In relation to this, the experience of Saudi Arabia and Abu Dhabi is particularly interesting, where innovation policy is formed in the context of dependence of economic development on the raw materials export. Dr. Gackstatter said that to achieve a sustainable innovation-based economic growth, Abu Dhabi still has to implement a series of reforms. But it is already obvious that this way is mainly related to providing the correct environment for various forms of innovation activity, improvement of the effectiveness of human capital and the creation of well-paid jobs.
