Shipbuilding Foresight Project Approved by the Ministry of Industry and Trade

On 7 June, 2013, at an extended meeting held at the Shipbuilding and Marine Equipment Department of the RF Ministry of Industry and Trade, participants discussed the implementation of the programme “Development of Shipbuilding in 2013—2030” during the first half of the year. Future objectives and steps were outlined in the presentation by Oleg Karasev on scenarios and prospects for the industry’s development.

Among those present were representatives of research organisations, industrial companies and executive authorities. Members of the RF Ministry of Industry and Trade were joined by their colleagues from the RF Ministry of Transport. Practically all leading industrial centres were represented. On behalf of the National Research University Higher School of Economics spoke Oleg Karasev, deputy director of the ISSEK’s Foresight Centre, and Nikolai Klisch, director of Public Service Development Centre of the Institute of Public Administration and Municipal Management.

The meeting’s agenda included discussion of two studies conducted by the HSE: “Shipbuilding Foresight until 2030” and “Suggestions to Improve the National Shipbuilding Industry Promotion Policy in Russia”.

Oleg Karasev commented on the main results of the Foresight study, scenarios and development prospects of the Russian shipbuilding and ship repair industry. Based on his presentation, the shipbuilding Foresight project was accepted and recommended for official approval.

Nikolai Klisch substantiated the conclusions made by the HSE experts in the course of the second of the above-mentioned studies, and outlined a set of priority objectives for government regulation of the Russian shipbuilding industry.

During the lively and constructive discussion, members of the Working group noted usefulness of Foresight as a management tool for the national programme, and decided to regularly conduct analytical studies on improving government shipbuilding and marine equipment policy, focused on evaluation of potential opportunities, changes and trends in this high-priority industry.
