A new issue of the Monitoring of Education Markets and Organisations (MEMO) information brochures series presents a statistical survey of the heads of professional education institutions. The purpose of the surveys is to define the degree of compliance of the heads’ strategies with the interests of the state and realities of the progress of society.

The surveys of the heads of professional education institutions are a component of the monitoring of education markets and organisations. The purpose of the surveys is to define the degree of compliance of the heads’ strategies with the interests of the state and realities of the progress of society. The conception of the heads of professional education institutions concerning the educational services market and the present state and perspectives of their institutions’ development is studied (the surveyed being both experts and persons who make responsible decisions in the professional education sphere).
The strategies of the heads of professional education institutions are considered in line with the main directions of the institutions’ policies: in the first place the educational policy which is presented successively: firstly in respect of entrants, then directions of improving educational programmes, and finally strategies of graduates’ employment), pricing, financial and personnel policies. For each direction first an assessment of conditions of an institution’s activities are considered, namely the conditions that are important from the viewpoint of implementing the strategies in these directions.
