Russian Long-Term S&T Foresight until 2030 (in Russian) was issued by HSE at the request of the Ministry of Education and Science of the Russian Federation. At the December meeting of the Interagency Committee for Technology Foresight of the Presidium of the Presidential Council for Economic Modernisation and Innovative Development, the document was agreed and submitted to the Russian Government for approval.
Strategy 2020: New Growth Model — New Social Policy (in Russian) The final report on the results of expert study of Russian socio-economic strategy through 2020 was published. The 3rd chapter "From Stimulating Innovation to Innovation-Based Growth" was prepared by Prof. Leonid Gokhberg, Igor Agamirzyan, CEO of the Russian Venture Company, et al.
Foresight-Russia, the quarterly journal published by HSE since 2007, is now indexed in Scopus. Researchers are invited to contribute to new issues. Please, see the Call for papers.

DOMESTIC POLICY # STI policy # Foresight After Russian Long-Term S&T Foresight until 2030 was completed, there were events designed for expert discussion of the possibility of implementing Foresight results into policy in the field of S&T at institutional, sectoral and national levels, as well as of creating a national technology Foresight system, launched under the Presidential decree # 596 “On Long-Term National Economic Policy” of May 7, 2012.
In particular, Foresight was discussed at the meetings of the Interagency Committee for Technology Foresight that took place at the Ministry of Education and Science of the Russian Federation on October 4, 2013 and at the national exhibition “VUZPROMEXPO-2013” (Moscow, December 17–18, 2013).
ISSEK Foresight Centre prepared a brochure (.pdf in Russian)"Will Russia Become One of the Leading Countries in High Tech Manufacturing?" for public debate at Technopolis "Moscow", held in October, 2013. -> Read more. # Cluster policy Cluster Summit in Moscow, November 14–15, 2013, was opened with HSE First Vice-Rector, ISSEK Director, Prof.Leonid Gokhberg's presentation on cluster policy in the Russian Federation. ->Read more. Programmes to develop pilot innovation territorial clusters were selected in the competition organised by the Ministry of Economic Development of Russia on the website Russian Cluster Observatory, administered by ISSEK. -> Read more (news in Russian). Mechanisms to improve the implementation of innovation development programmes for state-owned companies were discussed at a round table at the exhibition "VUZPROMEKSPO 2013". Dr. Mikhail Goland, Head of the Department for Private-Public Partnership in Innovation Sector, Head of the ISSEK’s Russian Cluster Observatory, moderated the discussion.
# Cooperation with universities The exhibition "VUZPROMEKSPO 2013" hosted the round table "Russian Long-Term S&T Foresight: the possibility of using its results to improve a university’s international competitiveness and to extend ties with the real economy", which was moderated by Dr. Alexander Chulok, Head of the Science and Technology Foresight Department at ISSEK Foresight Centre. INTERNATIONAL LINKS # Working groups OECD programme "Indicators of Education Systems" In September, 2013 in Gdansk, Poland, the OECD experts met to refine the methodologies, regulations and indicators that serve as a basis for the assessment of the social and economic impact of education on the labour market, provided in the annual OECD report "Education at a Glance". Dr. Natalia Kovaleva, Director of the ISSEK Centre for Statistics and Monitoring of Education, represented Russia in the meeting.-> Read more.
OECD Working Party of National Experts on Science and Technology Indicators (NESTI)
In November, 2013 in the OECD office (Paris, France) members of NESTI developed updates to the Frascati Manual, the OECD guidelines for measuring R&D. Prof. Leonid Gokhberg and Dr. Konstantin Fursov, Head of the ISSEK Unit for Science and Technology Work Results Assessment, took part in the work. The previous revision of the Frascati Manual was in 2002.
# International projects Featuring the authors of the "Yearbook on Space Policy 2012/2013 'Space in a Changing World' Deputy Director of ISSEK Foresight Centre Dr. Oleg Karasev delivered a report on policy instruments that regulate the development of space activities in Russia at the Annual Conference of the European Space Policy Institute (ESPI), held in September, 2013 in Vienna, Austria. International Foresight Academy (IFA): meetings and visits The first broad gathering of the representatives of all countries-participants of the project "International Foresight Academy" was held in September on the premises of IIASA, Laxenburg, Austria in the framework of the Summer School "Futures Studies and Foresight as an Instrument for Public Engagement in Policy-making for a Complex and Uncertain Future". ISSEK Foresight Centre specialists Vladimir Mesropyan and Dr. Elena Gutaruk participated in its work.The IFA project is developed by EU and is coordinated by Austrian Institute of Technology to bind together Foresight activities globally by supporting researchers mobility between leading Foresight Centres in Europe, North and South America, and Asia. -> Read more.
In September, 2013 in Zurich, Switzerland, IFA Academic Seminar “Participatory Foresight for Smarter Futures – From Design to Impact” took place. More than 40 experts around the world participated in this event including two specialists from ISSEK. Dr. Segrey Shashnov delivered the presentation “S&T Foresight in Russia: Towards National System”, Dr. Anna Sokolova spoke about “Integrated Approach for Foresight Evaluation: the Russian Case”. In November and December, 2013 Dr. Juha Kaskinen, Director of the Finland Futures Research Center (FFRC), University of Turku, visited HSE in the framework of the IFA project to develop joint projects with ISSEK Foresight Centre. -> Read the interview with Dr. Kaskinen. # Expert commentaries Prof. Luke Georghiou, Vice President for Research and Innovation, University of Manchester, UK and the Chairman of the International Advisory Board for ISSEK Foresight Centre gave a special interview to HSE news service before the HSE Annual Conference"Foresight and STI Policy". He commented on his work as a member of the European Forum on Forward Looking Activities (EFFLA), and on possibilities to enhance cooperation between the University of Manchester and HSE with the launch of the new European programme Horizon 2020. ->Read the interview.
Alexander Chulok, Head of the Science and Technology Foresight Department at ISSEK Foresight Centre, took part in the TV feature show called “From Russia with Foresight” together with John Sweeney, researcher at ThinkTech Hawaii, USA, and a speaker at the Conference"Foresight and STI Policy". ThinkTech Hawaii shot the programme specifically to acquaint its audience with Futures studies in Russia. ->Read more.
