HIGHLIGHTS: Russian Long-Term S&T Foresight 2030 approved On 3 January, 2014 the Government approved S&T Foresight 2030, prepared by the Ministry of Education and Science of Russia, with coordination and analytical support by the HSE ISSEK. On 20 January, 2014 Russian Prime Minister Dmitry Medvedev discussed with Deputy Prime Ministers how to achieve the goals set in the document. On 8 February, 2014 the Government approved the list of 16 priority S&T objectives, based on the Foresight results.
Comments on S&T Foresight 2030 (in Russian): Prof. Leonid Gokhberg, First Vice Rector of the NRU HSE and Director of the HSE ISSEK, spoke live on RBC TV. Dr. Alexander Chulok, Deputy Director of the HSE ISSEK’s Foresight Centre, commented the Foresight key results at STRF.ru.
ISSEK Launches Master's Programme
In the new academic year the HSE ISSEK will offer Russian and foreign students an English-language Master's Programme “Governance of Science, Technology and Innovation”. The Programme pioneers Masters Education by taking account of the complexity of science, technology and innovation management and policy. The Programme will equip students with competences which are frequently in short supply to companies and public institutions. Graduates are trained to detect challenges, generate ideas and develop solutions for companies and for policy.
In 2013—2014 Routledge Publishers released a series of books “BRICS National Systems of Innovation”, based on the results of the international project to study BRICS countries’ national innovation systems with participation of the HSE ISSEK experts (see the next "ISSEK Newsletter" for more).

On 17 January, 2014 the OECD economic survey “Russian Federation: 2013” was presented at the NRU HSE jointly with the Organisation for Economic Co-operation and Development. The OECD-HSE Partnership Centre provided information and coordination support. The main conclusion of the OECD experts: sustainable growth of the Russian economy would hardly be possible without structural reforms.
On 29 January, 2014 the NRU HSE, jointly with the Russian Venture Company (RVC) and the Ministry of Economic Development of Russia, hosted a round table “Implementing State-Owned Companies’ Innovation Development Programmes – Preliminary Results and Best Practices”, to discuss new interaction formats adopted by participants of the Russian innovation system – project consortia. These would allow innovators to concentrate on specific, frequently utilitarian projects, and involve in those projects people with relevant skills and competencies. State-owned companies implementing innovation development programmes may serve as “cores” of project consortia.
An international research workshop, to mark the completion of the ERA.Net RUS project of the 7th EU Framework Programme, was held at the NRU HSE on 30 January, 2014. An approach towards identification of long-term S&T co-operation prospects proposed within the project was discussed with an accent on potential use of qualitative methods.
Independent experts with experience in Russian-European scientific cooperation are invited to take part in evaluating innovative and S&T projects proposed under the framework of the ERA.Net RUS Plus project. Project proposals (submitted in English) will be evaluated remotely between May – December, 2014. Fee for evaluating one preliminary proposal (3 pages) will be 30 €, for evaluating a full proposal (20 pages) — 60 €.
