HIGHLIGHTS

April International Conference 2014

On 1–4 April, 2014 the Higher School of Economics jointly with the World Bank and the International Monetary Fund hosted the XV April International Academic Conference on Economic and Social Development. Here are ISSEK-related highlights:

A video from the round table discussion “Innovation and Social Policy in the New Context” with participation of the RF Prime Minister Dmitry Medvedev, where Leonid Gokhberg, First Vice-Rector and Director of HSE ISSEK, made a presentation. In particular he noted that “innovation policy must become the core of the national socio-economic policy”. Ian Miles, Professor at the University of Manchester and Head of ISSEK Laboratory for Economics of Innovation, presented plenary report on the social aspects of innovations at the opening of the conference.

Summaries of discussions at ISSEK-hosted seminar “Long-Term Foresight of Science, Technology and Innovation: Challenges for S&T Policy”:
• At the meeting of the Inter-Departmental Commission (IDC) on Technology Foresight of the Presidium of the RF Presidential Council chaired by the First RF Deputy Minister of Industry and Trade Gleb Nikitin, the IDC members and external experts discussed roadmaps for priority S&T development areas in the field of deep processing of hydrocarbons, and the concept for Russian long-term macroeconomic S&T foresight until 2040.
• Debates on various aspects of coordinating and integrating results of national, regional, industrial, and corporate foresight studies into decision-making and national strategic planning systems continued during the round table discussion “National S&T Foresight System: Organisation and First Results”.
The ISSEK seminar included several sessions devoted to creating the national S&T foresight system, identifying industry-specific S&T development priorities, and elaborating STI policy tools with focus on its region-specific features (see the next issue of “Foresight-Russia” journal for summaries of relevant presentations).

Presentation of the ISSEK Master’s Programme

On 8 April, 2014 HSE held Open day for the Master’s Programme “Governance of Science, Technology and Innovation” which ISSEK is launching in the new academic year.

Presentation of Regional Innovation Development Rating

The second issue of Regional Innovation Development Rating prepared on the basis of ISSEK study was presented on 13 March, 2014 at the RIA Novosti multimedia press centre.
The rating results were commented by its authors: Professor Leonid Gokhberg, HSE First Vice-Rector; Elena Nechaeva, Director of ISSEK Centre for Processing Social and Economic Information; and Evgeny Kutsenko, Senior Research Fellow at ISSEK Centre for S&T, Innovation and Information Policies, through video conference with HSE campuses in St. Petersburg, Perm, and Nizhniy Novgorod, and with Tatar-Inform news agency (Kazan). Pavel Rudnik, Deputy Director of the Ministry of Economic Development’s Innovation Development Department, also took part in the presentation.

INTERNATIONAL LINKS

Co-operation with the OECD

The Organisation for Economic Co-operation and Development (OECD) announced that it had postponed activities related to Russia's accession to the organisation. The decision was made on 12 March, 2014 by the OECD governing Council. Tatyana Meshkova, Director of the OECD HSE Partnership Centre, commented on the situation (in Russian).

On 6–7 March, 2014 the 104th meeting of the OECD Committee for Scientific and Technological Policy took place at the OECD headquarters in Paris, attended by HSE First Vice-Rector, ISSEK Director Leonid Gokhberg. The meeting was devoted to preparing “OECD Science, Technology and Industry Outlook”. It is published every two years, and describes major science, technology and innovation trends. On 10–13 March, 2014 a meeting of the Working Party of the OECD “Indicators of Education Systems” (INES) programme took place in Paris, attended by Natalia Kovaleva, Director of ISSEK Centre for Statistics and Monitoring of Education. The meeting’s main objective was preparing annual OECD report “Education at a Glance”. The experts also discussed the situation with adoption of the new International Standard Classification of Education 2011 (ISCED 2011). Click here for more details.

Development of the BRICS Project

For 8 years ISSEK has been participating in the international project on studying specific features of BRICS countries’ national innovation systems. On 25–26 March, 2014 “Systems of Innovation and Development” seminar was held in Brasilia (Brazil), to discuss the objectives for the next project stage. The seminar was hosted by the Centre for Strategic Studies and Management in Science, Technology and Innovation (CGEE) with which ISSEK maintains research partnership, and by the Brazilian Ministry of Science, Technology, and Innovation. The Institute was represented by Alexander Chulok, Deputy Director of the Foresight Centre, and Stanislav Zaichenko, Senior Research Fellow at the Centre for S&T, Innovation and Information Policies. Partnership with NISTEP

ISSEK executives Leonid Gokhberg and Alexander Sokolov, Director of the ISSEK Foresight Centre, took part in the 5th International Conference on Foresight: Foresight Activities for Solving Societal Issues, which took place in mid-February in Tokyo. Memorandum on co-operation was signed with the conference’s host, the Japanese National Institute of Science and Technology Policy (NISTEP) — a prominent global Foresight centre. Joint Calls for ERA.Net RUS Plus Projects

Applications to participate in the Joint Call for Innovation Projects to be held in the framework of ERA.Net RUS Plus project can be submitted until 28 May, 2014. Click here for more about eligibility criteria and submission procedures.

Joint Call for Evaluators 2014. ERA.Net RUS Plus is looking for independent experts to participate in the evaluations of the proposals received for two Joint Calls: “Innovations” and “S&T projects”. The proposals will be assessed between May and December, 2014 by specially invited independent experts with previous experience of Russia — EU research co-operation. Click here for more information.

In September, 2013 the "Foresight-Russia" published by the Institute for Statistical Studies and Economics of Knowledge — the first among HSE academic periodicals — was included into the Scopus international citation database. Leonid Gokhberg, the journal’s Editor-in-Chief, HSE First Vice-Rector and Director of ISSEK, tells how it became possible (interview in Russian).

According to the scientific journals evaluation system developed by Alexander Muraviev of St. Petersburg State University (he analysed 215 such publications cited in the Russian Science Citation Index), "Foresight-Russia" is the fifth in the top ten Russian economics journals.
