Institute for Statistical Studies and Economics of Knowledge has developed a system for AI measuring

At a meeting of the Commonwealth of Independent States (CIS) Statistical Committee, HSE ISSEK researchers Gulnara Abdrakhmanova and Anna Demyanova presented a system for measuring the full life cycle of AI technologies, which allows not only to track the development and implementation of AI, but also to assess its impact on the social sphere.

The rapid development of AI is reflected in all areas of economy and affects the well-being of society. Over the past ten years, investments in this area have increased 9 times, and annual growth of the world AI ​​market is 20%. However it is difficult to evaluate the processes of technology implementation objectively: statistical data is not collected everywhere and in full, there is no unified methodological basis for data processing.

On May 22, 2025 at the CIS Statistical Committee meeting “The CIS Region on the Path to Achieving the Sustainable Development Goals,” HSE ISSEK researchers presented a system for statistical measurement of AI technologies and its testing outcomes among organizations and universities.

Gulnara Abdrakhmanova, Director of HSE ISSEK Centre for Statistics and Monitoring of Information Society  emphasized the importance to create AI measurement system that allows tracking AI development at all stages of the technology life cycle, from its designing to application. The system proposed by experts includes 100+ indicators characterizing development and application of AI technology in organizations, the effects of its implementation (e.g. efficiency increasing, employment changes, etc.), the level of company's infrastructure and personnel readiness to use AI, existing barriers to AI technology widespread and other parameters.

“Shaping of a regular AI monitoring system is an important step towards assessing management of technological transformations. Analysis of ongoing processes based on technology life cycle indicators will make it possible to track AI development from its elaboration and production of related goods and services to its implementation and application in economy sectors, social sphere, public administration, society, as well as to assess the consequences and impact on economic parameters and development sustainability."

Anna Demyanova, Director of HSE ISSEK Centre of Labour and Earnings Statistics, spoke about changes in labor market due to AI introduction. Study has shown that every fourth organization uses AI technologies. They create new tasks and significantly increase productivity, improve product quality and labor safety. However, the shortage of qualified personnel remains a key problem; to solve it, training of personnel with AI competencies has been organized: in 2023 1% of students in Russia are studying AI.

"Within the study, we analyzed international practices for assessing AI skills and designed our own assessment system based on the National Strategy for the Development of Artificial Intelligence. Since 2025, Russia has been conducting comprehensive monitoring of AI impact, including indicators of personnel with AI skills share and a number of programmes graduates obtained AI competencies."

Researchers noted that although AI technologies are not directly included in the SDG indicator system, their impact should be taken into account in the framework of almost all SDG.

"AI greatly contributes to achieving the SDG, for example, through increased productivity (SDG 8) and improved quality of education (SDG 4). However, it also poses hidden dangers: AI can become an additional source of discrimination if models are trained on biased or incorrect samples," Anna Demyanova believes.

Experts stressed the need for close cooperation between partner countries to develop common international standards that will enable measuring the transformational effects of AI technologies on organizations and users.
