Cyber attacks exploit flaws in software, human error or misplaced trust. The end goal is to access information, money or to disrupt an organisation. The Twelfth International Academic Conference ‘Foresight and Science, Technology and Innovation Policy’ is kicking off at HSE University on November 22. Alexander Sokolov, chair of the organising committee, talked to the HSE News Service about the evolution of the foresight agenda. Synchronising Russian and Chinese Foresight Studies

Alexander Sokolov, Director of the Foresight Centre and Deputy Director of the HSE ISSEK, visited Shanghai (PRC) in early May to take part in the International Pujiang Innovation Forum. The forum is annually hosted by the PRC Ministry of Science and Technology jointly with the Shanghai Municipal Government to discuss and coordinate decisions in the science, technology, and innovation policy area. This year the participants shared their expectations about the period until 2035.

Scenarios for the Future, and S&T Development Goals will be Discussed at the HSE Foresight Conference

Strategic planning skills are increasingly often seen as a core competence for the 21st century; researchers are trying to measure regions’ and whole countries’ readiness for the future, while futures studies the world over are conducted on an impressive scientific foundation. On 15-16 November the VIII International Academic Conference “Foresight and STI Policy” will take place in Moscow. Participants from more than 15 countries will present tens of case studies reflecting practices of international organisations (such as OECD, UNESCO, European Commission), governments, major companies, leading universities and R&D centres; analyse global development scenarios and challenges, cutting-edge foresight approaches and tools, and best practices of measuring and monitoring progress in the science, technology and innovation sphere.

Building a Career Dedicated to Foresight and STI Policy Research

Following years of study and work in South America and Europe, Rafael Popper joined HSE Moscow as Professor of Foresight and STI Governance in January 2018. In addition to his job at HSE, he is Principal Scientist in Business, Innovation and Foresight at a world leading research and technology organization (RTO) called VTT Technical Research Centre of Finland. With a PhD on 21st Century Foresight from the University of Manchester, Popper has built a career on wide-ranging research of issues in foresight and STI policy. In a recent interview with the HSE News Service, he spoke in depth about his research interests, philosophy on teaching, collaboration across HSE and his love of languages, among other topics.

Transformative Power of Innovation

The Seventh International Academic Conference 'Foresight and STI Policy', traditionally organized by HSE ISSEK, took place in Moscow at the beginning of November. Mr Kato, the Director General of the National Institute of Science and Technology of Japan, was the key speaker at the event. He has talked to HSE News Service about his research interests, as well as about cooperation with HSE in the field of foresight research.

HSE Begins Collaboration on Energy Systems with Jülich Research Centre

On November 7, HSE hosted a delegation from the Jülich Research Centre in Germany. Scholars from both countries came together to discuss joint research opportunities, including transformation of energy systems for sustainable development; future studies of energy technologies, including foresight studies; and methodological issues related to big data analysis and modelling.
