Key events the Institute participated in during April – June, 2015
Factors affecting countries’ competition and cooperation in science are among the key issues of modern S&T policy. To provide a venue for their broad public discussion, HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK) organised several round tables and workshops during the annual HSE April Conference. Participants considered new approaches to conducting Russian S&T Foresight, discussed results of industry-specific foresight studies in health, fuel-and-energy complex, aerospace and water sectors, various aspects of international cooperation in science, education and innovation activities, and the initiative to establish an international network of foresight centres.
 
Discussion of a new standard for designing innovation development programmes for state-owned companies
Higher School of Economics hosted a public discussion of the new methodological guidelines on designing innovation development programmes for state-owned companies. These guidelines were prepared by the Russian Ministry of Economic Development, together with the Open Government and HSE, and approved in April 2015 by the Presidium of the Presidential Council for Economic Modernisation and Innovative Development. The updated guidelines place more importance on corporate innovations and — through introducing innovation KPIs — strengthen top managers’ motivation.
Presentation of the third issue of the Russian Regional Innovation Development Ranking
In May 2015 the 3rd issue of the Russian Regional Innovation Development Ranking published by HSE ISSEK was presented at the Higher School of Economics. 83 Russian regions were rated by the integral indicator — Russian Regional Innovation Index. Moscow, Tatarstan, Kaluga Region and St. Petersburg have the highest innovation rating. The following regions radically improved their positions during the previous year: Tambov Region (+25 positions), Arkhangelsk Region (+17), Republic of Altai (+15), Kurgan Region (+14), and Khanty-Mansiysk Autonomous Region (+13). Some regions dropped several places in the ranking, in particular Kamchatka Region (–19 positions), Ivanovo Region (–16), Omsk Region (–13), Vladimir Region (–10), and Saratov Region (–10).
According to Leonid Gokhberg, HSE First Vice-Rector and Director of ISSEK, the ranking refutes the widespread opinion that innovation is no longer in trend: “The relevance of the long-term innovation agenda in the current situation is increasing, and innovation development in regions is becoming an unavoidable factor of the country’s economic growth”.
Discussion of regional cluster policy
On March 30 – April 1, 2015 HSE ISSEK Russian Cluster Observatory supported by the Russian Ministry of Economic Development, the Foundation for Assistance to Small Innovative Enterprises, and the Russian Venture Company hosted a workshop "Managing Territorial Clusters: Best International Practices". Members of the cluster community, representatives of federal and regional executive authorities and development institutes discussed efficient tools and best cluster management practices, as well as the Cluster Map of Russia project launched by HSE ISSEK Russian Cluster Laboratory.
HSE ISSEK Russian Cluster Observatory acted as an intellectual partner of the Federal Economic Forum Russian Cluster Week (Moscow, May 2829, 2015).
During the XV Russian and the X Kazan Venture Fairs (April 23–24, 2015), ISSEK staff members organised the Cluster Foresight workshop where they shared their experiences of applying various foresight tools, and discussed the role of cluster approach in developing Tatarstan’s economy.
International cooperation in science and technology
On June 29 – July 6, 2015 a high-profile delegation of Vietnam’s Ministry of Science and Technology attended the “Governance of Science, Technology, and Innovation” programme at HSE ISSEK.
In June, HSE ISSEK and Brazil’s Centre for Strategic Studies and Management Science, Technology and Innovation (CGEE) hosted a joint Foresight, S&T and Innovation Policy summer school.
On May 28, HSE hosted an international workshop entitled “State-of-the-Art Competence Centre Programmes in Europe. Opportunities for EU-Russia Science and Technology Collaboration”.
In April, Giorgio Sirilli, former Chair of the OECD Working Party of National Experts on Science and Technology Indicators (NESTI), delivered a series of lectures for students of the HSE ISSEK Master’s Programme "Governance of Science, Technology and Innovation".
Admission to Master’s Programme “Governance of Science, Technology, and Innovation”
HSE ISSEK is recruiting the second class to the English-language Master’s Programme “Governance of Science, Technology, and Innovation”. This year, the programme offers 27 state-funded and 10 paid places. The programme combines two areas: managing innovation activities in companies, and government policy and regulation. After two years of studies, the students will learn to efficiently manage technologies and innovations, from their inception to application at corporate, regional, national, and international levels.
Miscellaneous: facts and events
Increasingly more Russians are getting into the global Net. Almost three quarters of Russian households have access to the Internet, and almost half of them use the Web daily. 43% of the respondents access the Net with mobile devices, 74% actively use social networks, and every fifth person uploads their own content to websites, experts of HSE ISSEK found out in the framework of the Monitoring of Information Society project.
The current level of Russian ICT infrastructure allowed to significantly increase availability of network technologies and services provided on their basis, including public services: one third of the population (35%) who have used public services in 2014 have done so via the Internet. This was reported in HSE ISSEK information bulletin presenting the results of the Monitoring of Information Society project.
‘In 20 years time, people who cope in an atmosphere of uncertainty will be the most successful’. We cannot predict the future, but we can simulate it. At the University Open to the City: HSE in Gorky Park project, Deputy Director of the Foresight Centre at HSE ISSEK, Alexander Chulok, talked about what we can expect in the next 20 years and how to prepare for it.
What Russians think about a career in science? Accepting the importance of S&T development for Russia, most of the country’s residents believe a career in science wouldn’t be the best choice for their children. Only a third of the Russians would support their child’s decision to become a researcher. This was discovered by HSE ISSEK through the opinion poll covering 1 670 respondents, conducted in November, 2014 as a part of the Monitoring Innovation Behaviour of the Population project..
The Springer publishing company shared the statistics on the book “Science, Technology and Innovation Policy for the Future. Potentials and Limits of Foresight Studies” edited by Dirk Meissner, Leonid Gokhberg and Alexander Sokolov. Since its release in 2013, it has passed the threshold of 9500 downloads at the Springer website.
