S&T cooperation as a “soft power tool”
On 10 April, 2015 participants of the XVI HSE Annual Conference’s Science and Innovation section hosted by ISSEK discussed various tools facilitating international cooperation in the scope of the EU Framework Programme Horizon 2020. The experts considered the options available for joint funding of international research and innovation projects.

One of the events of the XVI HSE Annual Conference’s Science and Innovation section hosted by ISSEK was the workshop on cross-border cooperation in the framework of the OECD’s Knowledge Triangle. The participants discussed the roles of education, research and innovation activities in securing global competitiveness for the European countries.
Russia’s S&T development and partnership priorities to be discussed at the April Conference
Factors affecting countries’ competition and cooperation in the field of science are among the key issues of modern S&T policy. To facilitate their broad public discussion, the Institute for Statistical Studies and Economics of Knowledge (ISSEK) will host, in the framework of the HSE XVI April International Academic Conference on Economic and Social Development, special three-day “Science and Innovation” section.
The Higher School of Economics launches Cluster Map of Russia project
The NRU HSE, supported by the Russian Ministry of Economic Development, the Foundation for Assistance to Small Innovative Enterprises, and the Russian Venture Company hosted a three-day workshop for heads of cluster development centres and cluster management agencies. Members of the cluster community, representatives of federal and regional executive authorities and development institutes discussed efficient tools and best cluster management practices, as well as the Cluster Map of Russia project launched by HSE Russian Cluster Laboratory.
MA Programme 'Governance of Science, Technology and Innovation' Concludes Partnership Agreements with 5 Recognized Universities
HSE has finalised agreements with its international partner universities for new double diplomas and student exchanges in the framework of the Master’s programme in Governance of Science, Technology and Innovation. Dirk Meissner, Deputy Head of the Research Laboratory for Science and Technology Studies, Professor at the Department of Educational Programmes at HSE ISSEK and Academic Supervisor for the Master’s programme, spoke to the HSE English News service about how the new agreements are made to give master’s students the best opportunities for study abroad and double degree programmes while making sure they match HSE’s approaches and standards.
Institutionalising foresight studies in Russia
In the latest OECD Science, Technology and Industry Outlook, the Higher School of Economics’ annual international academic conference ‘Foresight and STI Policy’ was listed among the most prominent international events promoting foresight methodology and best practices. Technological foresight, as was repeatedly noted by the conference participants — Russian and international theorists and practitioners of foresight — is gradually institutionalising, developing specific rules and traditions.
Conference at HSE to Focus on Plans for Developing Science and Technology over Next Decade
On November 6—7, 2014, Higher School of Economics will held the IV International Academic Conference ‘Foresight and STI Policy’. The conference is being organised by HSE Institute for Statistical Studies and Economics of Knowledge with International Research and Educational Foresight Centre, included in its structure since 2006. The centre is the only one in the CIS that has the status of a UNIDO Regional Centre for Technology Foresight.

On October 6, 2014, HSE hosted International Workshop “Horizon 2020 & International Researchers’ Mobility: EU Supporting Tools”. The event was organised by the Centre for International Projects of HSE Institute for statistical Studies and Economics of Knowledge under EU 7th RTD Framework Programme BILAT-RUS-Advanced project (“Advancement of the Bilateral Partnership in Scientific Research and Innovation with the Russian Federation”).
S&T Foresight prospects were discussed by the board of the Russian Union of Industrialists and Entrepreneurs
At the meeting of the board of directors of the Russian Union of Industrialists and Entrepreneurs (RUIE) on October 8, Alexander Chulok, deputy director of the HSE Foresight Centre told representatives of the expert and business communities about the prospects the S&T foresight system opens to Russian companies.
