Priority S&T development areas were discussed at the Federal Agency for Scientific Organisations

A joint meeting with representatives of the Russian Academy of Sciences (RAS) and the Ministry of Education and Science was held at the Federal Agency for Scientific Organisations (FASO), designed to discuss adjustments to the list of priority S&T development areas and the list of critical technologies for the RF. Dr. Alexandr Sokolov, deputy director of the ISSEK and director of the HSE Foresight Centre, gave a progress report.

Adjusting lists of priority S&T development areas and critical technologies for the RF was discussed at All-Russian Scientific Research Institute of Aviation Materials

The Russian Ministry of Education and Science’s work on adjusting the lists of priority S&T development areas and critical technologies for the RF was discussed by representatives of public research centres at a meeting held at the All-Russian Scientific Research Institute of Aviation Materials (VIAM) on September 19, 2014. The meeting was chaired by Lyudmila Ogorodova, deputy minister of education and science, and attended by Dr. Alexander Sokolov, director of HSE Foresight Centre.

Four factors hindering innovation

Esko Aho, the former prime-minister of Finland, spoke to the students of the new master’s programme “Governance of Science, Technology and Innovation”. The politician who has led his nation into the European Union told the future managers what could hinder successful development of a country, or a particular company.

Urban Foresight

HSE strengthens its partnership with Austrian Institute of Technology (AIT) in the framework of International Foresight Academy. Researchers of HSE Institute of Regional Studies and Urban Planning Evgenij Pliseckij and Galina Kopychenko studied the experience of AIT in the field of regional and urban Foresight and presented the outcomes of the Institute’s work in the area of urban development planning.

HSE hosted a training event for technology foresight experts

The federal law ”On Strategic Planning in the RF” became effective in July, and technology foresight in the country is moving up to a new, more systemic level. Exactly how this work should be undertaken? The NRU HSE ISSEK’s Foresight Centre launches a series of training events for experts in this field, the first of which was devoted to “Organising and conducting expert discussions and expert polling for industry-specific technology foresight studies”.

New technology foresight objectives discussed at the RF Ministry of Education and Science

The second in this year meeting of the Inter-Departmental Commission (IDC) on Technology Foresight took place on 11 July. The agenda included updating development priorities for the energy sector, objectives for the new cycle of the Russian S&T Foresight, and implementation of its previous stage results in the national strategic planning system.

Moscow: “composite capital”

The numbers of territorial clusters are growing: Moscow Composite Cluster was established. First vice-rector, director of the NRU HSE ISSEK Leonid Gokhberg took part in the meeting of the founding board comprising representatives of organisations which create innovative, advanced and durable materials, and was elected a member of the cluster’s executive board.

On 27 June, the Parlamentskaya Gazeta’s press centre hosted a round table discussion “Measuring regions’ performance: efficiency and control techniques”. One of the participants was first vice-rector, director of the NRU HSE ISSEK Leonid Gokhberg. He presented the innovation development rating of the RF regions which the Higher School of Economics was calculating for several years in a row.

Enterprise statistics’ role in monitoring economic growth

Enterprise statistics are closely connected to R&D, innovation, and ICT statistics. Experts specialising in these fields attendedInternational Seminar on Industrial Statistics held in Vienna on 11—13 June. Natalia Kovaleva, director of the ISSEK’s Centre for Statistics and Monitoring of Education, presented a review of Russian enterprise statistics, and spoke about the institute’s research in the area of statistics and monitoring economics of knowledge.

SPIEF–2014: On Technology and Trust

St. Petersburg International Economic Forum (SPIEF–2014) was held on May 22—24 under the motto "Sustaining Confidence in a World Undergoing Transformation". Ozcan Saritas, the leading research fellow at HSE ISSEK Research Laboratory for Science and Technology Studies, participated in its panel session “Will Technology Hollow out the Global Middle Class?”.
