Main events at the Institute
On19-22 April, 2016, in Moscow, the National Research University Higher School of Economics (HSE) supported by the World Bank will host the XVII April International Academic Conference on Economic and Social Development.
On 20-22 April, the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK) will host special sections “Science and Technology Foresight” and “Science, Technology and Innovation Policy”.
Experts invited from leading Russian and international universities and research centres, international organisations, government agencies, companies, and development institutes will discuss cutting-edge STI policy models and formats. Debates on a wide range of topics on priorities of and resources for intensive development of the Russian economy, compared with best international practices for promoting innovation, will create a foundation for making recommendations for the currently being designed Russian S&T Development Strategy Until 2030.
Apply to the English-taught Master’s programme “Governance of Science, Technology and Innovation” offered by the HSE Institute for Statistical Studies and Economics of Knowledge by 1 May and get a chance to win a full tuition fee scholarship.

Science, technology, and innovation policy news
International workshop “The Future of Agriculture: Grand Challenges and Technological Change” held on 3 March was devoted to identifying new growth areas for the agricultural sector and new opportunities for international cooperation in promising S&T areas.
In 2016, integrated government support will be provided not just to innovative clusters but also to industrial ones. According to experts of the ISSEK’s Russian Cluster Observatory, there’re 125 clusters in Russia currently active in the industrial production field. However, only those included in the Russian Ministry of Industry and Trade’s Registry would be able to receive financial support from the government budget.
In February, the Russian Ministry of Communications and Mass Media approved aggregate classification groups “Information and Communication Technologies Sector”, “Content and Mass Media Sector”, and “Information Technology Industry”, based on the Russian Сlassifications of Economic Activities and Products, designed by HSE and endorsed by the expert community.

Not Aware but Beware: Russians’ Paradoxical Attitude to Achievements in Research: Russians do not show much interest in information about science and technology, despite being certain that they are knowledgeable about the topic. And they differ from Europeans in this. The average proportion of those who read popular science journals in Europe is 4 times higher than in Russia, but Europeans are more modest in evaluating their awareness about achievements in research than Russians.
