The VIII International Academic Conference ‘Foresight and STI Policy’
November 15-16, 2018, Moscow, Higher School of Economics


This conference is organised by HSE Institute for Statistical Studies and Economics of Knowledge in order to address topical issues of Russia’s socioeconomic development and international collaboration, discuss a broad range of topics in the domain of S&T Foresight and STI policy-making, examine new approaches and instruments of R&D management, and exchange the best practices of their practical application. The conference will feature presentations by representatives of WIPO, UNESCO, OECD, University of Sussex (UK), Research Centre for Futures Studies 'proGective' (France), Austrian Institute of Technology, Global Futures Studies and Research Center 'The Millennium Project' (USA), Centre for Strategic Studies and Management in Science, Technology and Innovation (CGEE, Brazil), Seoul National University (Republic of Korea), and other leading Russian and foreign universities and research centres.

On November 16, 2018, HSE will host a special workshop called 'The Future of Science and Technology in BRICS Countries: Challenges and Responses', which will examine trends of S&T development in BRICS states with the goal of identifying priorities for S&T cooperation and promoting new international partnerships in education and science.

The IV International Conference 'Partnership for Development of Clusters'
October 31 – November 2, 2018, Kazan


This conference is one of the largest cluster cooperation events in Russia. It is hosted by the Kama Innovative Territorial Production Cluster non-profit partnership supported by the Government of the Republic of Tatarstan, the Russian Economic Development Ministry, the Russian Venture Company (RVC JSC), and the ISSEK Russian Cluster Observatory. This year the discussion will focus on clusters’ role in implementing Russian National Priority Projects, promoting the digital economy, and international cluster cooperation in APEC and the EU.

Foresight Studies
Twenty years of S&T priority setting in Russia. HSE ISSEK experts Anna Sokolova, Anna Grebenyuk and Alexander Sokolov made a retrospective analysis of the experience gained in the course of 20 years’ history of S&T priority setting and critical technologies’ identification, in terms of expected and actually achieved effects and lessons learned. Their paper was published in Foresight (Emerald).
In 2018, the Department of Science and Technology of the Republic of South Africa commissioned a national Foresight study for the ISSEK Foresight Centre. Preliminary findings were discussed at a workshop in Pretoria on October 18–19. Ozcan Saritas, Leading Researcher at the Foresight Centre and Deputy Head of the Research Laboratory for Science and Technology Studies, took part.
The IV Asia-Pacific Futurists Network Conference was held in Bangkok. This year, the key theme of the conference was understanding the image of the future of Asia. Ozcan Saritas participated in the session ‘The Way forward for Futures Thinking in Asia and Next Steps for the Asia-Pacific Futurists Network’, and gave a lecture entitled ‘Foresight for Science, Technology and Innovation’ at the opening ceremony for the Innovation Foresight Institute, founded at the initiative of the National Innovation Agency of Thailand.
Alexander Chulok, Director of the ISSEK Centre for S&T Foresight, presented the report 'Mapping the Global S&T Landscape for the City of Moscow: Possibilities Offered by Big Data Analysis' at the II Climate Forum of Cities hosted by the Moscow Department for Environmental Management and Protection.
STI Studies
ISSEK presented a ranking of 20 countries, which are the leaders in terms of gross domestic expenditures on R&D (GERD). In 2016, Russian GERD (in purchasing power parity) amounted to $39.9 billion, which places Russia in 10th place among these countries.
Russia is ranked 13th according to the publication activity of social sciences researchers. In the natural sciences, publications by Russian authors make up 3.7% of the international total, placing the country in 10th place in the ranking.
BRICS countries are catching up with the EU and the US in terms of Scopus-indexed publication activity. ISSEK experts Maxim Kotsemir and Sergey Shashnov analysed the research landscape in BRICS and shifts in trends in the paper published in Scientometrics journal and concluded that the five countries’ performance was improving at a very rapid rate.
How Attractive a Career in Science Seems to be in Russia? ISSEK experts Alena Nefedova and Tatyana Ratay analysed statistics on the growth of the number of researchers in Russia, the share of graduates hired by R&D organisations, and the growth of R&D personnel's average monthly salaries during the previous 15 years.
In September, the University of Manchester (UK) hosted the XVI International Academic Conference ‘Triple Helix’. ISSEK was represented by Mikhail Gershman, Deputy Director of the Centre for S&T, Innovation and Information Policy, who presented a report on new indicators that help to improve the efficiency of government regulation for Russian research.
New approaches to measuring science, technology and innovation were discussed at the Global TechMining Conference, the STI 2018 conference, both held in September in Leiden (the Netherlands), and at the XVII International Schumpeter Society Conference that took place in July in Seoul (South Korea). ISSEK was represented by Ozcan Saritas, Dirk Meissner, Vitaliy Roud, and Ekaterina Dyachenko.
Priorities of and new opportunities for development of innovative clusters were discussed by the participants of a strategic session organised for the second year in a row at the Higher School of Economics by the Russian Economic Development Ministry, the Russian Venture Company, and the ISSEK Russian Cluster Observatory. The cross-cutting topic of this year’s strategic session, digitalisation, was approached from the perspective of federal priorities, best regional practices, and global challenges.
Master's Programme and Education Studies 
Where and how do experts in Science, Technology and Innovation obtain education in Russia? Prof. Alexey Bereznoy, Mikhail Gershman, Vitaliy Roud, and Sofia Chernogortseva from ISSEK and Vasily Osmakov, the Deputy Minister of Industry and Trade of the Russian Federation, and Alexey Ponomarev, Vice-President for Industrial Relations of the Skolkovo Institute of Science and Technology (Skoltech), teaching at the Master’s Programme 'Governance of Science, Technology and Innovation', launched in 2014 by ISSEK, shared their opinion upon the in-demand profession.

Business Trends Studies
The XXXIV CIRET (Centre for International Research on Economic Tendency Surveys) conference took place in Rio de Janeiro (Brazil). Tamara Lipkind, Leading Expert at the ISSEK Centre for Business Tendencies Studies, presented a report on business cycles in the Russian services sector.
The World Cup did not change the economic mood in Russia. While the degree of pessimism of elderly consumers continues to decline, the optimism of young people has declined for the first time in the last two and a half years. Almost a quarter of the population is still dissatisfied with their financial situation, the income of fifty percent of families does not allow them to make large purchases. HSE ISSEK Centre for Business Tendencies Studies studied the expectations of Russian consumers in Q2 of 2018. Director of the Centre for Business Tendencies Studies Georgy Ostapkovich elaborated upon the observations made in the study.
New Publications
Emerging Technologies for Economic Development
Authours: Dirk Meissner, Leonid Gokhberg, and Ozcan Saritas
The book will be published in a joint Springer & HSE 'Science, Technology and Innovation Studies' series in 2019. It provides an overview of emerging technologies, especially nanotechnologies and biotechnologies, and their prospective applications. It identifies and describes existing and potential markets for emerging technology-based applications, and projects scenarios for macroeconomic development based on these technologies. Integrated roadmaps for the development of a nano- and bioindustry are shown and policy measures and corporate strategies developed to advance these technologies. These measures are illustrated using roadmaps and policy case studies. 
Industrial Development in CIS Countries
the English language version of this analytical report on the industrial statistics of the CIS countries is published on the United Nations Industrial Development Organisation’s (UNIDO) website. The report was produced by Liudmila Kitrar, UNIDO consultant and Deputy Director of the ISSEK Centre for Business Tendencies Studies. It presents the results of a major study conducted by the Centre and ISSEK as a whole. A significant contribution was also made by the Russian Federal Statistics Service (Rosstat), the CIS Interstate Statistical Committee, and UNIDO.
