‘If you want to collaborate with a foreign country, you must learn its history and culture first’
On September 24, 2015, a delegation of the Ministry of Science and Technology of Taiwan (MOST) visited HSE ISSEK. During the visit, Dr. Yi-Bing Lin, Taiwan’s Deputy Minister of Science and Technology, a world class IT expert, gave an interview to the HSE news portal, in which he shared his view of the future of IT, talked about the potential of partnership between Russia and Taiwan in different areas of science, cited some theses of Karl Marx’s theory and showed pencil drawings of Russian historical figures that he had made himself.
HSE Student Completes an Internship at OECD
While studying for an MA in the Governance of Science, Technology, and Innovation at the Institute for Statistical Studies and Economics of Knowledge, students can put themselves forward for internships in leading innovative companies, state agencies, or international organizations. This year, five candidates were shortlisted in preliminary selection rounds and Anastasia Trunina was the one chosen to do an internship at OECD. She has spoken to HSE News about the OECD Directorate for Science, Technology, and Innovation projects she was involved in this summer.

of entrepreneurs working in the service sector noted insufficient demand for their services in the third quarter of 2015. 40% cited this as a problem at the beginning of the year. These data are presented in the new Monitoring the Business Climate in the Service Sector study that was conducted in the third quarter of 2015 by the Centre for Business Tendency Studies at the HSE ISSEK.
Foresight and STI Governance no 3, 2015
The latest issue of Foresight and STI Governance (2015, Vol. 9, No. 3) covers the effect of the external environment on entrepreneurial orientation, trends in mobile banking, nanotechnology patent analysis in Russia and the consequences of underestimating emerging technologies based on the South African experience.

These data were collected during a survey of teachers at institutions of higher education that was carried out as part of a Monitoring of Education Markets and Organisations study conducted by HSE in collaboration the Levada Centre in 2014 and coordinated by HSE ISSEK.
ISSEK Master's programme becoming more popular
The new academic year has experienced a significant increase in students’ interest for the English-language Master’s programme "Governance of Science, Technology and Innovation": While 30 students were enrolled in 2014, this year 44 applicants showed outstanding performance in the tough application competition. Among them, there are 10 international students who arrived from Ghana, Italy, Kyrgyzstan, Pakistan, Poland, Romania, the USA, Uzbekistan, South Korea and France.
Is “meter effect” important for promoting green practices?
HSE ISSEK researchers Valentina Polyakova and Elena Chernovich are discussing the interesting issue: to what extent does installation of meters encourage Russian citizens to adopt a “green” way of life? This is based on the results of a survey of “green” practices in Russia conducted in the framework of HSE monitoring of innovative behaviour of the population.
First interactive cluster platform launched in Russia
The Cluster Map of Russia designed by HSE ISSEK’s Russian Cluster Observatory was launched during the IX Samara Interregional Economic Forum “Cluster Policy — the Basis for Innovative Development of National Economy”.

In September, a new research fellow started working at ISSEK’s Foresight Centre Research Laboratory for Science and Technology Studies. Together with the institute’s team, he will advance foresight research, contribute to the publication activities, and more.
