The Public Should Take Part in Setting Research Priorities, in Order to Benefit from its Results
Research and development priorities should be set with the interests of the state, business community and general public in mind, since it is the public who will, in the end, be the most important consumers of the results of scientific research. Support for fundamental science must not come at the expense of the humanities, engineering and design – which all provide added value. A discussion on promising areas for development in Russian science opened the 5th International conference "Foresight and science, technology and innovation policy" organised by the Institute for Statistical Studies and Economics of Knowledge at HSE.
HSE Conference to Discuss Foresight Research from Russia to Singapore
What should Russia’s policy be on Science and Technology? What do Russian and international foresight research results show? How is international cooperation in science developing? These are among the questions which will be discussed at the 5th annual international research conference on Foresight and STI Policy at HSE on the 18th — 20th of November.
‘Without Modern Science, a Country’s Prospects for Development Are Uncertain’
On November 10, the UNESCO Science Report: towards 2030 was presented in Paris. The report analyzes trends in R&D in different regions and countries. The chapter of the report devoted to Russia was prepared by HSE researchers Leonid Gokhberg and Tatiana Kuznetsova.

At the same time, 9% reported an increase in the number of employees at their enterprises. These data are presented in a new Monitoring the Business Climate at Russian Industrial Enterprises study in October 2015 that was prepared by the Centre for Business Tendency Studies at the HSE ISSEK.

These data were obtained during a survey of Russian families with children younger than 25 years of age that was conducted in September 2015 as part of a Monitoring of Education Markets and Organizations (MEMO) study carried out jointly by the Higher School of Economics and the Public Opinion Foundation
Discussing Tech Mining methods in Atlanta
Georgia Institute of Technology (Georgia Tech), the partner of HSE Institute for Statistical Studies and Economics of Knowledge in various projects, organised the Global TechMining Conference and the Atlanta Conference on Science and Innovation Policy. Ozcan Saritas, Nadezhda Mikova and Pavel Bakhtin, researchers at HSE ISSEK International Foresight Centre, took part in the conferences with the presentation of their own research.
On the way to the world standards of education and research
The Centre for Advanced Studies of Science, Technology and Innovation created last year and based at ISSEK is one of the elements of Higher School of Economics’ new architecture that is relevant to the implementation of its competitiveness program. These data are presented in a new Monitoring of Consumer Sentiment of the Russian Population in the third quarter of 2015, which was prepared by the Centre for Business Tendency Studies at the HSE ISSEK.
