Announcements
On April 10—13, 2018, the National Research University Higher School of Economics (HSE) in Moscow will hold the XIX April International Academic Conference on Economic and Social Development with participation from the World Bank. This year, a number of expert sessions have been organised jointly with the Ministry of Economic Development of the Russian Federation. An extensive discussion programme on science, technology and innovation policies and future research is planned. The discussions will be held through plenary sessions, round tables, and expert panels within the framework of the conference’s main programme, in particular, Section 'Science and Innovation', in addition to associated special sessions organised by the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK).
 
On April 18, 2018, in the run-up to the 2018 admissions campaign, the Department of Educational Programmes of the HSE ISSEK will hold an Open Doors day for the 'Governance of Science, Technology and Innovation' Master’s programme, which is launching its 5th academic year.

On May 1718, 2018, OECD and HSE will hold on the International Workshop 'Transnational Research and Innovation Partnerships. Designing International Co-operation Projects to Deliver on Economic Competitiveness and the Grand Challenges'.
 
New in Foresight and STI Policy Studies
In 2017, the composite index of the business climate in science ranked 3.17 out 5 with moderately positive expectations for the next 5 years at 3.46. HSE ISSEK experts conducted the survey at the request of the Ministry of Education and Science of the Russian Federation in order to assess the current state and prospects for doing science in Russia, as well as the effectiveness of the state STI policy.
 
Leonid Gokhberg, HSE First Vice Rector and ISSEK Director, commented on the recently released report ‘Russian Science in Figures’, that details the current state of R&D funding, R&D personnel, attitudes and public opinion concerning science and technology. New values in the innovation policy 'toolbox': HSE ISSEK jointly with Russian Venture Company held an expert discussion on indicators and instruments of the government’s policy on innovative development, designed for the National Report on Innovation in Russia' 2017.
 
HSE ISSEK, with support from the Ministry of Education and Science of the Russian Federation, is launching the online project 'Knowledge Network' to share best R&D management practices and S&T results. The results of a series of interviews with the heads of 90 scientific organisations and 31 universities from 45 cities in 37 regions of Russia are a basis for the 'Knowledge Network'.
 
Digital outlook of Russian scientists:  Experts at the HSE ISSEK found out to what extent modern digital technologies have taken over the activities of Russian PhD holders. In 2017, a survey was conducted with more than 2 000 doctorate degree holders, representing all fields of science, and employed by the academic sector (research institutes and universities), as well as by industrial organisations or services. Respondents were asked about their familiarity with the most common digital technologies. The only term that is familiar to more than half of respondents (57%) is Big Data Analysis.

Innovation and the Entrepreneurial University
Dirk Meissner, Erkan Erdil, and Joanna Chataway (Eds.)

The book is published in a joint Springer & HSE 'Science, Technology and Innovation Studies' series. The publication explores different approaches towards the ‘entrepreneurial university’ paradigm, explores channels and mechanism used by universities to implement the paradigm and contributes to the public discussion on the impact of commercialization on university research and knowledge. It argues that different types of university-industry interaction may have repercussions even on funding of basic research if an appropriate balance is ensured between the two. University activities – both research and education in all forms – should provide economic and social relevance directed towards open science and open innovation.
 
BRICS Innovative Competitiveness Report 2017
Xinli Zhao, Minrong Li, Maoxing Huang, Alexander Sokolov (Eds.)

The Report predicts that the coming five years will witness the five countries keep improving in national innovative competitiveness, with China and Russia maintaining their strong growth momentum, India growing at a moderate rate, and Brazil and South Africa gradually picking up speed and climbing out of the trough. It estimates that the five countries’ national innovative competitiveness will be keeping steady growth by 2030.
