New technology foresight objectives discussed at the RF Ministry of Education and Science

The second in this year meeting of the Inter-Departmental Commission (IDC) on Technology Foresight took place on 11 July. The agenda included updating development priorities for the energy sector, objectives for the new cycle of the Russian S&T Foresight, and implementation of its previous stage results in the national strategic planning system.

Moscow: “composite capital”

The numbers of territorial clusters are growing: Moscow Composite Cluster was established. First vice-rector, director of the NRU HSE ISSEK Leonid Gokhberg took part in the meeting of the founding board comprising representatives of organisations which create innovative, advanced and durable materials, and was elected a member of the cluster’s executive board.

of Russians expect the country’s economy to experience positive changes in the coming 12 months. At the same time, only 12% of respondents expect their own financial condition to improve. This information is presented in a new research report by the Centre for Business Tendency Studies at the HSE ISSEK.

Government Finances Innovative Research

The government in Russia has been the main customer for research and development (R&D) since 2009, while the real sector of the economy finances only a third of the total R&D costs of innovation-focused research companies, according to findings from a monitoring of innovation activity carried out by the HSE's ISSEK

SSRN downloads is a milestone recently achieved by ‘Innovation Concepts and Typology – An Evolutionary Discussion’, a working paper by Maxim Kotsemir, Alexander Abroskin and Dirk Meissner — one of the first publications issued as part of the HSE Basic Research Programme. The authors analyse the evolution of the concept of ‘innovation’ and present a typology of innovations.

Foresight-Russia now in English

The first two English-language issues of Foresight-Russia are published. The English version will be issued in electronic format quarterly in sync with the Russian.

High Taxes, Low Demand Dampen Growth

Experts from the HSE Center for Business Tendency Studies at the Institute for Statistical Studies and Economics of Knowledge have found that limited demand, high taxes, lack of financial means and a high level of uncertainty in the onward course of economic development all reduce the length of time for which businesspeople can plan, in turn obstructing investment and innovative initiatives.

Law “On Strategic Planning in the Russian Federation” is passed

As of 11 July, the federal law of 28 June, 2014 # 172-FZ “On Strategic Planning in the Russian Federation” became effective. The system of major documents which define approaches to planning and forecasting now includes Russian S&T foresight. The Higher School of Economics, and in particular the ISSEK experts were commissioned by the RF Ministry of Education and Science to coordinate its development.

Leonid Gokhberg: “Regional innovation development rating is a natural next step in our research”

On 27 June, the Parlamentskaya Gazeta’s press centre hosted a round table discussion “Measuring regions’ performance: efficiency and control techniques”. One of the participants was first vice-rector, director of the NRU HSE ISSEK Leonid Gokhberg. He presented the innovation development rating of the RF regions which the Higher School of Economics was calculating for several years in a row.
