ISSEK working papers series had the biggest number of downloads in SSRN in October

In October 2013 HSE launched the first stage of the evaluation of the publication activity of scientific personnel (further “Evaluation”). One of the three conditions for a successful attestation is to issue a working paper (WP) of the HSE Basic Research Program (HSE BRP). In October “Science, Technology and Innovation” series of working papers launched by ISSEK hit the first place in number of WP downloads in SSRN among all HSE BRP WP series.

Engaging Foresight

Foresight may absorb social construction in addition to the forecast of future global challenges, development trends and technology areas. ISSEK Foresight Centre experts Vladimir Mesropyan and Elena Gutaruk analysed how this new dimension can enrich the practice of developing measures of S&T policy during their visit September 9—20, 2013 to the Summer School at International Foresight Academy and the internship program at the Austrian Institute of Technology.

European Summer School for Scientometrics

The Fourth European Summer School for Scientometrics (esss 2013) opened its doors to ISSEK researchers Konstantin Fursov and Yulia Markova in September 8—13, 2013 at the Humboldt University of Berlin. The esss 2013 started with a Tutorial day, where the participants got acquainted with the basics of using web-instruments of bibliometric analysis provided by two major players in the field — Web of Science and Scopus.

Delegate's podium

The recent publication of Leonid Gokhberg and Dirk Meissner for the Nature journal is noted in the "Delegate's podium" section of the new newsletter sent out by OECD Working Party on Innovation and Technology Policy (TIP). The authors of the publication represent Russia in two OECD expert groups: Dirk Meissner is a member of TIP, Leonid Gokhberg takes part in the work of the group of National Experts on Science and Technology Indicators (NESTI), and he is also a member of its advisory board.

Foresight-Russia, no 3, 2013

The September issue opens with the news on inclusion of Foresight-Russia in the international database Scopus. Other topics are the results of the Russian Long-Term S&T Foresight 2030 for ICT, the evaluation of performance in science and higher education, and the conceptual frameworks and influence of foresight studies.

Taking glances at education — from different angles

23—25 September 2013 in Gdansk (Poland), the experts of the OECD programme "Indicators of Education Systems" met to refine methodologies, regulations and indicators which serve as a basis for the assessment of the social and economic impact of education on the labour market, given in the annual OECD report "Education at a Glance". Natalia Kovaleva, director of the ISSEK Centre for Statistics and Monitoring of Education represented Russia in the meeting.

UNIDO has published the Competitive Industrial Performance Report, presented at HSE last week

On September 18 at Higher School of Economics, UNIDO's Competitive Industrial Performance (CIP) Report 2012/2013: The Industrial Competitiveness of Nations: Looking Back, Forging Ahead was presented. The HSE Institute of Statistical Studies and Economics of Knowledge organised the event. The full text report is available on the UNIDO website.

View from space on the changing world

The focus of the discussion and the very agenda of the annual conference of the European Space Policy Institute (ESPI), held this year on September 11—12 in Vienna (Austria), was determined by the name of the publication, which is being prepared for print, — the ESPI yearbook “Space in the Changing World”. The representative of the HSE ISSEK Foresight Centre Oleg Karasev delivered a report on the policy instruments that regulate the development of space activities in Russia.

“EU-Russia Year of Science 2014” will commence in late November 2013

The launch of the Year of Science will be celebrated with a series of events from 25 to 27 November 2013 in Moscow, including a Conference on Prospects of Future EU-Russian Science, Technology and Innovation Cooperation, and the start of the ERA.Net RUS Plus initiative.
