Konstantin Fursov about Megaprojects in Social Sciences

Konstantin Fursov, Deputy Director of the ISSEK Centre for Statistics and Monitoring of Science, Technology and Innovation, took part in a meeting on developing human potential for the R&D sector chaired by Prime Minister Dmitry Medvedev on 26 April at the Moscow Institute of Physics and Technology in Dolgoprudny. Here are his comments, taken from the minutes published on the RF Government’s website.

The Moscow Innovation Cluster is Shaping its Future Image

The Moscow Innovation Cluster Fund, in effect the cluster’s organisational core, will be established in a matter of weeks. This was reported by Kristina Volkonitskaya, Deputy Director of the Moscow City Department of Entrepreneurship and Innovation Development, at the expert panel 'Moscow Innovation Cluster: Prospective S&T Development Areas' which took place on 24 April at the Higher School of Economics. The participants discussed the support the Fund should be providing, and joint pilot projects in areas such as ICT, medicine, biotechnology, advanced production technologies, and new materials.

Connecting to New Data Flows

The 2018 FIFA World Cup showed that big data analysis allows to significantly improve traffic flows in a megacity. How to organise nationwide collection of statistical data to build more up-to-date and reliable indicators was discussed at the expert meeting on 28 December hosted by the Higher School of Economics jointly with the Russian Ministry of Economic Development and Rosstat. Pavel Malkov, the new head of the Federal State Statistics Service, and his colleagues presented general approaches to restructuring the service, and discussed with HSE experts the prospects for setting up Digital Analytical Platform which is being designed by Rosstat. The participants agreed that big data will not replace conventional statistics but allow to fill numerous 'white spots' in it.

Triple Helix in Manchester

The University of Manchester (UK) hosted the XVI International Triple Helix Conference on 5-8 September, 2018. The ISSEK was represented by Mikhail Gershman, Deputy Director of the Centre for S&T, Innovation and Information Policy who presented new indicators which could help improve efficiency of public administration in the Russian R&D sphere.

Region 2.0 — Looking for Smart Specialisation in the Era of Global Challenges

On August, 28–29, the 5th International Management Platform named after V. N. Eitingon under the motto ‘Leadership of the future. Knowledge. Skills. Results’ took place in Voronezh. Alexander Chulok, Director of the HSE ISSEK Centre for Science and Technology Foresight, took part in the plenary session and moderated one of the sections.

Legislative Aspects of Global Economic Development Discussed at International Forum

On June 4–5, the Development of Parliamentarism International Forum was held in Moscow. HSE experts took part in the forum organization, with several research departments from the university providing programming support for the event. The team of experts included four ISSEK employees — Alexander Sokolov, Tatyana Meshkova, Yadviga Radomirova and Evgeny Moiseichev.

Get Ready to Innovate

English language Master’s Programme 'Governance of Science, Technology and Innovation' of the Institute for Statistical Studies and Economics of Knowledge opens new 5th enrolment. 18 April there was the first meeting with the interested candidates. Future innovators, high-tech startup creators and policy makers in S&T took part in the interactive foresight session — in a very uncommon format for the Open Doors Day. Such communication was of great value for all the participants, and made some of them come again — with the applications for admission.

Strategic Planning: Systemic Development vs Manual Control

At the round table discussion 'Strategic planning: moving on towards a working model' during the XIX April International Academic Conference on Economic and Social Development members of the Russian Government and representatives of various ministries jointly with HSE researchers considered how efficiently the country does its strategic planning, and which specific tools it uses in the process.

How Science is Managed in Russia

The HSE Institute for Statistical Studies and Economics of Knowledge conducted a study of best management practices in the science and technology area. The results, and a proposal to set up an online platform for monitoring such practices, were presented at a round table discussion hosted by HSE.
