The year 2017 is rich in anniversaries.
25 years: in September Higher School of Economics (HSE) turns 25.
15 years: in April HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK) celebrates its 15th anniversary.
10 years: the academic journal Foresight and STI Governance has been published by HSE ISSEK for 10 years.
We expect a lot of events and discoveries to happen, and we’ll share them with you.

Upcoming
On April 12–14, 2017, HSE ISSEK hosts series of STI policy and foresight events associated with the XVIII April International Academic Conference. The participants will be representing international organisations (OECD, EBRD, etc.), leading Russian and international research centres and universities, executive agencies, development institutes and large companies.
Master’s Programme ‘Governance of Science, Technology and Innovation’ news
On April 19, 2017 HSE ISSEK holds an Open Doors Day for the Master's Programme ‘Governance of Science, Technology and Innovation'. Future applicants will be able to meet with the leaders, teachers, graduates and students of the programme. Professionals, experts, and policy-makers will outline some of the possible career paths for alumni. Dirk Meissner, Professor at HSE ISSEK and the Academic Supervisor of the Master’s Programme, has talked with HSE English-language newsletter The HSE Look about the programme's development and achievements.
STI policy news
 
The RF Ministry of Agriculture approved the findings of the S&T Foresight study for the agricultural sector 2030 conducted jointly with HSE. Leonid Gokhberg, HSE First Vice-Rector and HSE ISSEK Director, shared with the HSE News Service on how HSE helps to advance the Russian agriculture.
HSE ISSEK experts contributed to the CIS countries’ industrial statistics in the frames of the UNIDO project. Working paper “Industrial Development in the CIS: Re-industrialisation Trends and Potential” with the results of the work is published on the UNIDO official website.
HSE researchers offer a novel method for calculating the benefits of renewable energy. This method can help policy-makers to assess the future potential of wind and solar PV energy, as well as their capacity to replace existing generation assets. The research based paper “Wind and Solar PV Technical Potentials: Measurement Methodology and Assessments for Russia” has been published in the journal Energy.
Sociology development scenarios until 2030. The HSE ISSEK Foresight Centre had prepared an analytics for the Foresight session “Russian research industry 2030” which took place at the Russian Public Opinion Research Centre (VCIOM). The participants built three scenarios of development of sociological studies for the next five years and the subsequent period. The results were presented at the VII Sociology Grushin Conference, whose motto this year was “Towards the Future. Forecasting in Social Studies”.
Cluster policy tools were applied in the Russian agricultural sector. The first agro-industrial cluster is currently being set up in the Yaroslavl Region. Mechanisms for providing public support for the cluster were discussed at the Yaroslavl regional government at the meeting with participation of HSE ISSEK experts Mikhail Goland and Vasily Abashkin.
“Innovations mean multiple communications. It is a difficult and risky strategy”Vitaliy Roud, Research Fellow at the HSE ISSEK Laboratory for Economics of Innovation, has commented on the release of the Bloomberg Innovation Index on RBC TV channel.
A dialogue between science and society
HSE ISSEK experts conducted a pilot study of the representation of Russian science in the media in order to understand to what extent Russian academic journals are included into or excluded from the general context of popular science communication. Summary was published in the Higher Education in Russia and Beyond latest issue.
Science diplomacy is gaining “soft power”Professor Pierre-Bruno Ruffini of the University of Le Havre (France) delivered a public lecture to the students of the Master’s Programme “Governance of Science, Technology and Innovation” about “science diplomacy”, which is becoming an important element of countries’ strategies and the main “soft power” tool in their competing for people’s “hearts and minds”.
“Who is going to supervise policy-making machines?Andrea Di Maio, a Managing Vice President in Gartner Research, visited HSE ISSEK and described technology and social trends supporting the shift from eGovernment to Digital Government.
Alena Nefedova, a Junior Research Fellow at the HSE ISSEK Laboratory for Economics of Innovation, presented the study of the export potential of Russian education at the research seminar hosted by the Centre for Global Higher Education at the UCL Institute of Education (UK). The deliverables were cited by the Times Higher Education in "Russia targets soft power, not money, from international students".
On March 18, 2017, HSE hosted its first Science Battle. The event was organised by HSE students jointly with the Polytechnic Museum and the Student Initiative Support Centre. Kirill Makarov from the HSE ISSEK Laboratory for Economics of Innovation gave a presentation on science – society relations.

Foresight and STI Governance Journal no 1, 2017
Since 2017, Foresight and STI Governance became an open-access journal. Electronic versions of the issues can be downloaded at the journal's website, online libraries (e-Library and Kiberleninka), and via mobile applications available at AppStore and GooglePlay.

Leonid Gokhberg commented on the current situation with innovation activities in Russia as reflected in official statistics.
The analytical report "Global Technology Trends" (in English) presents results of the project “Global Technology Trends Monitoring” being implemented by the HSE ISSEK Foresight Centre as a part of HSE Basic Research Programme. The objective of the project is to identify key trends in S&T with the potentials of significant impact on social and economic development worldwide and in Russia.

HSE ISSEK experts contributed to the Encyclopedia of Information Science and Technology. Gulnara Abdrakhmanova, Leonid Gokhberg, and Alexander Sokolov prepared a chapter “Indicators of Information and Communication Technology” for the 10-volume set of the Encyclopedia of Information Science and Technology (edited by Mehdi Khosrow-Pour, Information Resources Management Association, USA).

Its 4th Edition will be released in July, 2017 and it is available for pre-order.
The Concept for Statistical Monitoring of the Development of the Russian Segment of the Internet (in Russian). To measure the Internet’s proliferation in the Russian Federation, HSE ISSEK experts built up the concept for statistical monitoring of the development of the Russian segment of the Internet, commissioned by the Coordination Centre for TLD RU.

HSE ISSEK in HSE international publications
The 11th issue of Higher Education in Russia and Beyond (HERB), a journal striving to bring current Russian, Central Asian and Eastern European educational trends to the global academic community’s attention, is now available. The central topic of the issue is ‘National Academic Journals: between Survival and Prosperity’.
HSE ISSEK projects and events were mentioned in the latest quarterly issue of the HSE University Review. The issue provides an overview of important current events hosted, and major results achieved by the HSE University, and includes a summary of the BRICS Water Forum organised by HSE ISSEK, a review of research on Russian users-innovators, and a project “Russia 2030: Science and Technology Foresight” implemented by HSE ISSEK with participation of more than two thousand of Russian and international experts.
