Moscow and Wintertur Hold out Their Hands to Implement Smart Ideas
On November 14, the Swiss Green Economy symposium took place in the city of Winterthur which gathered opinion leaders from medium businesses, politics and science. HSE Institute for Statistical Studies and Economics of Knowledge was represented by its deputy director Alexander Sokolov and professor Ozcan Saritas, which was mentioned in the review of forum results by the local newspaper Der Landbote. HSE staff also participated in the seminar in framework of implementation of the cooperation agreement between the Russian Federation and Switzerland.
R&D Management Model is Changing
Discussions at the “Foresight and STI Policy” conference the HSE Institute for Statistical Studies and Economics of Knowledge is hosting for the sixth year in a row, highlight the changes in approaches to studying the current state and expected development trends in the S&T sphere. Major trends of Russian and international Foresight studies include deep integration of their results into science, technology and innovation (STI) policies at all levels, growing number (and complexity) of analytical techniques, and involvement of new actors.
Green Economy Will Help to Eradicate Poverty
In October, at the invitation of HSE ISSEK Laboratory for Science and Technology Studies, Holger Schlör, leading researcher at Jülich Research Centre’s (Forschungszentrum Jülich) Institute of Energy and Climate Research (Germany) spoke to HSE students and staff. According to him, Germany (which the OECD calls “green growth laboratory”) is planning to completely switch to green energy by 2050, generating 80% of energy from renewable sources.
HSE ISSEK Scholars Publish a Book on Foresight for Science, Technology and Innovation
In their new book, Foresight for Science, Technology and Innovation (Springer, 2016), Ian Miles, Ozcan Saritas and Alexander Sokolov introduce the term ForSTI to describe future-oriented analyses, informed by participative processes (to assess evidence, articulate possibilities, and propose actions), that are designed to feed into STI decision-making. The book was presented during recent conference Foresight and STI conference at HSE.

Social scientists from National Research University Higher School of Economics measured scientific capital of 39 physics institutions of Russian Academy of Sciences (RAS). More detailed information about research results can be found in the journal Scientometrics. Sociologists from ISSEK HSE Yuriy Kachanov and Natalia Shmatko and researcher from USA Yulia Markova tried to answer to this question on the basis of RAS physics institutions data.

Royal Foresight
This summer Alexander Sokolov, director of the HSE ISSEK Foresight Centre, took part in the International Panel of Futurists (IPF) in Morocco. The Royal Institute for Strategic Studies (IRES) invited a pool of experts to suggest long-term scenarios for the country’s development, taking into account emerging global technology and social trends and the quite strong role the traditional way of life plays in this Maghreb country.
