Civilian Control of Science

On March 18, 2017, First HSE Research Battle took place at the Key Tech Hub. The event was organised by HSE students together with the Polytechnic Museum and the Student Initiative Support Centre. Kirill Makarov, a student of Master’s programme 'Comparative Social Research' and intern researcher from the Laboratory for Economics of Innovation, participated in the contest with a speech devoted to the issues of interaction between scientists and society in the context of developing effective measures of scientific and technical policy in the 21st century.

Sociology Development Scenarios 2030

The HSE ISSEK Foresight Centre prepared an analytical report for the Foresight session “Russian research industry 2030” which took place at the beginning of March at the Russian Public Opinion Research Centre (VCIOM). The participants built three sociological studies’ development scenarios for the next five years and the subsequent period. The results were presented at the VII Sociology Grushin Conference, whose motto this year was “Towards the Future. Forecasting in Social Studies”.

A Third Kind of Clusters Will Appear in Russia, Agro-industrial Ones

Cluster policy tools are being considered for application in the agricultural sector. E.g. an agro-industrial cluster is currently being set up in the Yaroslavl Region, to bring together agricultural producers, individual farmers, technological infrastructure objects, and research and educational organisations. Mechanisms for providing public support to agricultural clusters were discussed at the Yaroslavl regional government a meeting on 21 March, with participation of the HSE ISSEK experts Mikhail Goland and Vasily Abashkin.

Global Technology Trends

The publication presents results of the project “Global Technology Trends Monitoring” being implemented by the HSE ISSEK as a part of HSE Basic Research Programme. The objective of the project is to identify key trends in S&T with the potentials of significant impact on social and economic development across the globe and in Russia.

Alena Nefedova Presented a Report on the "Soft Power" of Russian Education at the UCL Institute of Education

Alena Nefedova, a Junior Research Fellow at the Laboratory for Economics of Innovation of the HSE ISSEK, presented the results of the study of the export potential of Russian education at the research seminar of the Centre for Global Higher Education at the UCL Institute of Education, where she interned in the month of March.

Strategy of an Academic Journal: Success Factors for Foresight and STI Governance

Leonid Gokhberg, First Vice-Rector, Director of HSE ISSEK, Editor-in-chief of Foresight and STI Governance academic journal, describes its publishing strategy for Higher Education in Russia and Beyond issue covering the best practices of several Russian academic journals.

Russian Scholarly Journals in Science Communication

HSE ISSEK experts conducted a pilot study of the representation of Russian science in the media in order to understand to what extent contemporary Russian academic journals are included into or excluded from the general context of popular science communication. Summary was published in Higher Education in Russia and Beyond latest issue.

HSE published a new issue of its statistical data book “Indicators of Innovation: 2017” (in Russian). HSE First Vice Rector and ISSEK Director Leonid Gokhberg comments on the current situation with innovation activities in the country as reflected in official statistics.

Indicators of Innovation in the Russian Federation: 2017

This data book presents the results of statistical surveys characterising innovation processes in the economy of the country. It shows the dynamics of consolidated indicators, produced in accordance with modern international standards of the Organisation for Economic Co-operation and Development (OECD) and Eurostat, showing the level of development of technological and non-technological innovation.

ISSEK Experts Took Part in Improving the CIS Countries’ Industrial Statistics in the Scope of the UNIDO Project

Preprint “Industrial Development in the CIS: Re-industrialisation Trends and Potential” is published at the UNIDO official website. The publication presents statistical analysis of the scale and trends of manufacturing industry development in Russia and the CIS countries, focusing on efficiency of integration processes, quality of industrial policy, and strengthening competitiveness.
