Announcements
On November 15-16, 2018 HSE will host its Annual International Academic Conference 'Foresight and STI Policy'. The discussions will focus on extending the scope of futures studies, their new objectives, and advanced tools, including digital ones as well on ways of optimising STI policy using new indicators, in particular, those based on Big Data.  Proposals for individual presentations should be submitted in the form of a 500-word abstract. After the conference, selected papers are invited for special issues of the 'Foresight and STI Governance ' and ' Technology Forecasting & Social Change' journals (Scopus and Web of Science) and for a book in Springer’s series 'Science, Technology and Innovation Studies' (Web of Science). The d eadline for submitting abstracts is August 30, 2018.
Applications for the English-language Master's Programme 'Governance of Science, Technology and Innovation' are being accepted until July 31. The programme, established by the ISSEK in 2014, provides in-depth theoretical knowledge and advanced practical skills to people pursuing a career at research-intensive companies, within public administration, or future research managers at academic institutes and universities. ISSEK has signed three dual degree agreements with Maastricht University (the Netherlands), Technical University of Berlin (Germany), and Seoul National University (the Republic of Korea).
STI in Russia
In the new Global Innovation Index-2018 Moscow joined the top-30 most innovative clusters. In order to strengthen ties between high-tech companies, IT firms, R&D, educational, and infrastructure organisations located in the capital city, an innovative production cluster is being established in Moscow. The Moscow City Government, with the participation of HSE, is creating the development concept for the cluster, which establishes the basic principles for the potential participants’ interaction. 
HSE together with the Russian Venture Company developed a panel of indicators and instruments for the government’s policy on innovative development, designed for the National Report on Innovation in Russia-2017, which was presented in July.
Deputy Prime Minister Maxim Akimov (the First Deputy Chief of Staff of the Russian Government until May 18) remarked that putting a national data management system into place, designing its architecture, and ontology are key issues for the new Cabinet of Ministers at the ISSEK-hosted panel session of the HSE April International Academic Conference on Economic and Social Development (HSE April Conference). Leonid Gokhberg, HSE First Vice Rector and ISSEK Director, commented upon the proposals included in the plenary report 'Advanced Model of State Statistics in the Digital Era'. The subsequent discussion was focused on the main challenges for Russian statistics and ways to overcome them.
Participants of the another plenary session of the HSE April Conference discussed the present research model, innovation development tools, opportunities, and challenges for AI development, as well as target and basic development scenarios for Russia’s S&T complex presented by Leonid Gokhberg in the report 'Technological Future of the Russian Economy'.
How efficiently the country’s strategic planning is being carried out and which tools are employed for this purpose was considered by the participants of the round table discussion 'Strategic Planning: Towards a Working Model' hosted by the ISSEK in the framework of the HSE April Conference.
Participants of the discussion 'Doing Science: How Comfortable Young Researchers Feel in Russian Academia' focused on ways to make a career in research look more attractive to young people. The ISSEK and the Coordination Council for Youth Affairs in the Sphere of Science and Education under the Presidential Council for Science and Education hosted the discussion at HSE’s stand at the St. Petersburg International Economic Forum (SPIEF)’2018.
International STI Events
HSE joined the Asian STI Think Tanks Network at the 4th Asian Innovation Forum (Taipei, Taiwan, July 9-10). The network was established in 2015 and now comprises 24 organisations from 14 countries that are responsible for shaping government policies, conducting research, and providing education in the STI field.
HSE and the OECD Directorate for Science, Technology and Innovation hosted the International Workshop 'Transnational Research and Innovation Partnerships. Designing International Cooperation Projects to Deliver on Economic Competitiveness and Grand Challenges', which took place in Moscow in May. The participants focused on the internationalisation of the R&D sector, managing international research, and innovative partnerships, relevant funding mechanisms, the scope for STI cooperation, and specific joint projects. The application of best OECD and UN practices to promote the development of Russian cities and their 'green growth' potential were the topic of the round table discussion 'Using OECD Standards and Best Practices in Urban and Housing Policy' hosted by ISSEK and DOM.RF at the HSE April Conference.
Wolfgang Polt, a Director of Policies at the Institute for Economic and Innovation Research Policies, Joanneum Research (Austria), spoke with the HSE News Service about his impressions of the HSE April Conference, the current state of STI policy globally and in Russia, and future projects he plans to undertake through collaboration with his colleagues at HSE.
In June, Brussels (Belgium) served as the venue for the 1st European Foresight Conference FTA2018 'Future in the Making' (# foresight4EU) hosted by the European Commission’s Joint Research Centre. Researchers at the ISSEK Foresight Centre, Alexander Sokolov, Alexander Chulok, Sergey Shashnov, Ozcan Saritas, and Maxim Kotsemir presented their research.
BRICS researchers supported the Russian initiative to establish the Energy Research Platform. The initiative was proposed in late May at the 10th BRICS Academic Forum ‘Envisioning Inclusive Development through a Socially Responsive Economy’ (Johannesburg, South Africa) by Liliana Proskuryakova, Leading Researcher at the ISSEK Research Laboratory for Science and Technology Studies.
Yulia Milshina, Leading Expert at the ISSEK Foresight Centre, made a presentation at the 3rd BRICS Young Scientists Forum (June, Durban, South Africa) highlighting the specific features of managing the water sector in each of the five countries. The presentation commanded significant interest and provided a basis for subsequent research cooperation and joint publications.

The paper 'Biotechnology Patenting in the BRICS Countries: Strategies and Dynamics' was published in the April issue of the Trends in Biotechnology journal, with a detailed description of the results of a study originally presented by Ekaterina Streltsova, Senior Researcher at the ISSEK, at the 2nd BRICS Young Scientists Forum (June 2017, Hangzhou, China).
