On October 19–20, 2016, the Higher School of Economics will host the 6th International Academic Conference “Foresight and STI Policy”. The conference is organised annually by the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK) which includes the International Research and Educational Foresight Centre, a Regional UNIDO centre for technology foresight in Russia and the CIS.
Conference participants will discuss a wide range of issues related to S&T foresight, developing of STI policies, methods of analysis of the current state of science and technology, new approaches and instruments for managing this field, as well as the practice of their application.
STI policy news
 
Countries which cooperate in the field of water resources, generally do not have reasons for a conflict. This is one of the messages of the International Scientific and Practical Conference “BRICS Water Forum”, which was held on September 29-30 at the Higher School of Economics at the initiative of the Ministry of Education and Science of the Russian Federation. The participants discussed issues of international cooperation, integrated and more efficient management of the water resources using the instruments of evidence-based policy. How does one collect and analyse Big Data to gain a greater knowledge and understanding of S&T development trends? Are blockchains able to help us to more accurately measure the results of a researcher’s work? Will citizens keep up with the latest S&T trends and foresights in the future as they keep up with the weather forecast now? Blue Sky Forum on Science and Innovation Indicators held every ten years by the Organisation for Economic Cooperation and Development took place at the University of Ghent (Belgium) on September 19–21. The work of the Forum, one of the main discussion areas for researchers from around the world, dealing with statistics on STI, was followed by a seminar on the revision of the Oslo Manual. Higher School of Economics was represented by a delegation headed by Leonid Gokhberg, First Vice-Rector at HSE, Director of HSE ISSEK.
Russia is 43rd in the Global Innovation Index (GII) 2016, up five positions from its 2015 ranking. Just as last year, Switzerland, Sweden, U.K., U.S. and Finland remain the top-ranking countries in the GII. These are the findings from the GII 2016 report comparing the performance of national innovation systems in 128 economies announced during a press conference at the UN Headquarters (August 15, Geneva, Switzerland). The Global Innovation Index 2016 was co-published by Cornell University (U.S.), INSEAD Business School (France), the World Intellectual Property Organisation (WIPO). In 2016, two HSE ISSEK researchers, Leonid Gokhberg, HSE First Vice-Rector, and Vitaliy Roud, ISSEK Research Fellow, contributed to the GII report. At the presentation of the ranking, project leaders noted the role of the HSE researchers in developing its methodological tools.
In early August, the XIV Open and User Innovation Conference took place at Harvard Business School. Konstantin Fursov, Head of the Unit for Analysis of R&D Performance and Research Fellow at the HSE ISSEK Laboratory for Economics of Innovation, was invited to participate in this event. He drew up a ‘portrait’ of Russian ‘household innovators’ also known as ‘wheel inventors’, Left-handed and others.
What have statistics of industrial development in the CIS said in the past decade? (news in Russian)
Basic cross-border vectors of development in the industrial and economic space of the CIS and intercountry gaps recorded by industrial statistics were analysed by the experts of the HSE ISSEK Centre for Business Tendency Studies at the request of UNIDO.
The Ministry of Industry and Trade of the Russian Federation is shaping an Industrial Development Strategy in the Rehab Industry until 2030 (news in Russian). Common approaches and recommendations on priorities in this area, as well as measures to stimulate the production of assistive technologies and technical devices as well as tools for rehabilitation, taking consumer and producer interests into account, were discussed during the Foresight Session organised by HSE ISSEK on September 13.
The Ministry of Education and Science of the Russian Federation has approved R&D equipment classifier developed by HSE ISSEK Centre for Statistics and Monitoring of STI (news in Russian). The classifier will systematise data on the composition of the instrument base of science and form an updated information base for the decision-making process in developing and implementing policy tools in the area of R&D equipment.
The Ministry of Education and Science of the Russian Federation approved aggregate classification groups in the field of engineering and industrial design developed by HSE on the basis of the All-Russian Classifiers of Types of Economic Activities, Products and Services. Mikhail Gershman, Head of the Unit for Innovation Policy Studies at HSE ISSEK, explains how the addition of new groups will strengthen official statistics (comment in Russian).
A discussion on designing of the Russian S&T Development Strategy Until 2030 took place at HSE in July (news in Russian). The participants discussed the extent to which the draft strategy responds to the realities of today’s world and to the trends in STI, and whether it takes into account the interests of big business.
Foresight studies news
How do young people see the future of Russia in general, its science and their own? (news in Russian)
The HSE ISSEK Foresight Centre launched the project "National Youth Foresight" to study the scientific and innovation capacity of Russian youth and in order to involve them in the process of shaping the future. The project will be implemented in cooperation with the Ministry of Education and Science of the Russian Federation, the Skolkovo Open University, Global Energy Prize and other organisations.

Alexander Sokolov, Director of the HSE ISSEK Foresight Centre, took part in the International Panel of Futurists in Morocco. The Royal Institute for Strategic Studies (IRES) invited a pool of experts to suggest long-term scenarios for the country’s development, taking into account emerging global technology and social trends and the quite strong role the traditional way of life plays in this Maghreb country.
Ozcan Saritas, Leading Research Fellow at the HSE ISSEK Foresight Centre, spoke on using foresight for the implementation of the UN Sustainable Development Goals on Science and Technology for Society Forum (Sri Lanka 2016). The event was organised under the auspices of the Government of Sri Lanka and the country's Prime Minister.
Cluster policy news
In the run-up to the main event for clusters — TCI 2016 Global Conference (#TCI2016, November 810, Eindhoven, Netherlands), a Research Fellow at HSE ISSEK Russian Cluster Observatory, Ekaterina Islankina, interviewed the President of TCI Network, Dr. Christian Ketels on clusters and smart specialisation (published in Russian).
HSE experts estimated a federal policy’s impact on Russian cluster initiatives. Evgeny Kutsenko, Head of the HSE ISSEK Russian Cluster Observatory, presented the results of a study on Russian cluster initiatives at the 56th Congress of the European Regional Science Association (ERSA 2016) hosted in August by the Vienna University of Economics and Business.
Data about a hundred clusters appeared in a year on the Cluster Map of Russia web portal, which is maintained by the HSE ISSEK Russian Cluster Observatory. The "anniversary" number was reached in September by the Information Technologies Cluster in the Republic of Tatarstan.
On July 27 HSE ISSEK experts Mikhail Goland and Ekaterina Islankina took part in a business mission of the Russian Federation to the cities of Yantai and Jinan (China) to study the best practices in the development of industrial clusters and industrial parks, as well as to share HSE’s experience in the area of regional innovation and cluster policy at the conference on the Silk Road High-Tech Park Association. A dialogue between science and society
How should scientists communicate their results to the general public? Should they be responsible for their consequences? How does one raise the level of the entire population’s scientific literacy? Such questions are the reason for a meeting between three Nobel laureates, more than 500 scientists from all over the world, journalists and editors of academic journals, publishers and representatives of scientific funds at the 1st Conference on Social impact of Science (July 2429, University of Barcelona, Spain). Research Assistant at the HSE ISSEK Laboratory for Economics of Innovation Alena Nefedova presented a report on how the dialogue between society, innovators and producers of products and services is developing within the framework of user innovations.
The impact of new technologies on everyday life and related ethical issues were discussed at the Future Foundation Technology Ethics Conference (October 1, Moscow). HSE ISSEK members Alena Nefedova and Yury Voynilov presented the results of measuring the interest of Russians in new technological products (news in Russian).
