7th Foresight Conference: How Technology and Society Contribute to Finding Grand Responses to Grand Challenges
On November 1–2, 2017, Higher School of Economics will host its 7th Annual International Academic Conference "Foresight and STI Policy" organised by HSE Institute for Statistical Studies and Economics of Knowledge.
This year, the conference will be devoted to the search for effective grand responses to grand challenges both by science and technology, and by society. The conference will feature a special workshop “Perspectives of Science and Technology in BRICS Countries” which will examine trends of S&T development in BRICS states and identify priorities for international cooperation in STI based on mutual interest and available competences.
Following the conference, the annual meeting of the International Advisory Board of HSE ISSEK Foresight Centre will take place. 
New in Foresight and STI Policy Studies
On September 20, 2017, participants of the meeting at the Ministry of Education and Science of the Russian Federation discussed preliminary results of updating the Russian S&T Foresight 2030 to meet requirements of the Federal Law “On Strategic Planning in the Russian Federation”. In November 2017 the updated document will be presented to the Russian Government.
Professor Ozcan Saritas, Deputy Head of the HSE ISSEK Research Laboratory for Science and Technology Studies, delivered a lecture “Towards a “Foresightful Innovation”” at the Massachusetts Institute of Technology (USA).
Professor Jonathan Linton, Head of the HSE ISSEK Laboratory for Economics of Innovation, and Konstantin Fursov, Head of the Unit for Analysis of R&D Performance and Research Fellow at the Laboratory for Economics of Innovation, analysed emergence and dissemination of innovations in various economic conditions. Results of their joint study were presented at the XV International Open and User Innovation Conference at the Innsbruck University (Austria).
The Commonwealth of Independent States (CIS) needs a new development agenda to move on from the natural resources-based model. A possible prospective basis for it was discussed at the 20th meeting of the CIS Interstate Council for Cooperation in STI hosted by HSE.
BRICS countries pursue different strategies in the biotechnology market. Ekaterina Streltsova, Senior Research Fellow at HSE ISSEK, explored these differences on the basis of patent analysis. Her panel report on the subject opened the biotechnology section at the II BRICS Young Scientists Forum (July, 2017, Hangzhou, China).
HSE and the “Russian Helicopters” company signed an agreement on cooperation in science and technology in the framework of the International Aviation and Space Salon MAKS'2017.
HSE ISSEK Russian Cluster Observatory analysed the results of the implementation of the five-year programme to promote pilot innovative territorial clusters of the Russian Ministry for Economic Development. 
The town of Troitsk was the first to get its “science town” status confirmed for the next 15 years. A necessary condition for that is having a development strategy, which was designed with active participation of HSE experts.

Foresight and STI Governance Journal

Issue 3, 2017 is devoted to innovative entrepreneurship in transition economies. 

Though Foresight and STI Governance is not a purely economics journal, it has moved up to the second place in the Russian Science Citation Index’s ranking in the “Economics and Economic Sciences” category.
Electronic versions of all issues can be downloaded at the journal's website, and via mobile applications available at the AppStore and GooglePlay.
A Series of Papers in Scientometrics Journal

In 2017 a leading international journal in the field, Scientometrics, published six papers by HSE ISSEK researchers describing various sociology of science and foresight techniques they used to study the driving forces and directions of the development of science.
A Special Issue of Foresight

The fifth issue of the British Foresight journal (published by Emerald) is completely devoted to the ten-year history of S&T foresight studies in Russia.

A quote from the "Guest editorial" by Professor Ian Miles:
"The papers in this special issue of Foresight represent the most detailed accounts to appear in the English language, to date, of the Foresight and related futures analyses that have been undertaken in contemporary Russia. The Russian Federation has set out to undertake a remarkable range of such activities in the past decade, and both the approaches adopted and the results obtained are of interest for many reasons".
